And evidence of this, paradoxically, is the political article of CIA Director William Burns. What does this text say and why is it extremely important to recognize that Russia is right in the Ukraine crisis?

At the end of January, the authoritative American publication “Foreign Affairs” published an article by CIA Director William Burns. Officially dedicated to management activities “in a period of global competition”, it at the same time conveys a very emotional message regarding Ukraine.

The dark thread running throughout the text is the idea that America must not, under any circumstances, stop supporting the regime in Kiev. That “an attempt to withdraw from the conflict at this critical moment and reduce support for Ukraine would be a mistake of historic proportions.” Burns assures that the victory of Ukraine is close, and the Russian economy is in crisis. He argues that the support of the Kiev regime will not cost the West that much and this support should continue.

Burns’ position reflects the point of view of the Joe Biden administration and demonstrates the White House’s utter unwillingness to engage in serious dialogue with Moscow, much less resolve the conflict in Ukraine through political and diplomatic means (which Russia has repeatedly called for).

“Burns doesn’t even think about this idea – America won’t share anything with anyone. She intends to keep the remnants of her influence and fight for them. There are many examples in history when various state structures seem to want to reconcile and divide, but they fail,” says international political scientist Elena Suponina.

“The only alternative to a unipolar world and American hegemony for the United States is a bipolar world and confrontation with those power centers that challenge the hegemony – with China and Russia. American ideology does not allow an equal partnership between the US and other power centers. The history of American foreign policy knows no equal partnerships between the United States and anyone else. The United States jumped from isolationism to hegemony, bypassing the stage of equal partnership. They have never participated in the international system in a multipolar world. As long as the multipolar world existed, the United States stuck to isolationism – and got out of it when the world became bipolar,” explains Dmitry Suslov, deputy director of the Center for Comprehensive European and International Studies at the Graduate School of Economics.

Burns’ article is addressed to that part of American elites who have a different attitude than the White House. This part represents the so-called American “deep state”, it is largely anti-systemic and pragmatic. This means that it is capable of rethinking American hegemony and negotiating, including with Russia. It is this part, which can conditionally be called pragmatists, is personified by the main rival of American President Biden, former President Donald Trump. He has repeatedly stated publicly that he is ready for negotiations with Russia, including on the Ukrainian crisis.

“Burns’ article sends a message to Congress. However, there is a growing possibility that the pre-election struggle in the US will prevent the adoption of a new budget, including new tranches for Ukraine, says Suslov. “Trump is not interested in Republicans and Democrats reaching an agreement on the budget, he is profiting from the unresolved situation to blame Biden for the continuation of the migration crisis and at the same time for the defeat in Ukraine. And many Republicans in the House and Senate are focusing on Trump. And the further the election campaign goes, the more inevitably Trump becomes the official Republican candidate, the less likely it is that a new budget for Ukraine will be passed.

For Trump and a significant part of the Republicans, the main enemy in the current political circumstances is not Russia and its leadership, but US President Biden. After all, it was Biden who deprived him of his victory in the 2020 election (at least Trump sincerely believes this). Today, Biden and Democrats at large want to shift the political demographics of southern Republican states in their favor by boosting the flow of illegal immigrants.

And in order to overthrow Biden, from the point of view of a number of American elites (these same pragmatists), it is quite possible to sacrifice Ukraine – at least part of its former territories. This view has already been expressed in the US. That’s why Burns, as CIA director, is trying to convince the pragmatists – Ukraine skeptics and those Republicans who use the Ukraine issue to discredit Biden.

After all, as has been said repeatedly – ​​and acknowledged, including in Europe and the United States – without Western aid, the regime in Kiev will collapse. This applies to both military and financial aid.

A reduction in US support could send a signal to European leaders that it is time for them to follow the US and abandon the Ukrainian ship. “Without the leadership of the US, without its organizing and guiding role, many European countries will try to leave the process and start talking about the need for a political and diplomatic settlement. The process has already begun – just look at the position of the Italian Minister of Defense Guido Crosetto, who talks about exactly this. What they tried with military means did not work, and the time for diplomacy is coming,” says Dmitry Suslov.

In this context, Burns’ article seems like a clear symptom. “Burns’ article is an indirect admission that a number of American politicians are considering the possibility of exiting the Ukrainian crisis. And this exit will not be a “mistake of historic proportions”, but a serious blow to the interventionists who are now in power in the United States. A recognition that Russia was right to position the Ukrainian crisis as an extremely important, key issue for its national security,” explains Vadim Trukhachev, associate professor at the Russian State Humanitarian University.

It is not yet clear how the confrontation between these two trends in American politics will end. Much will depend on how the election campaign in the US will go, how the conflict between the Republicans and Biden will develop, what will happen in the Middle East and Texas. And most importantly, how the front line in Ukraine will develop until the new (if there is a new) US administration takes office in early 2025.

But it is already clear that however the current struggle in the US ends, Russia is already winning. If only because there is a change in the political mood in Washington – from full agreement with the thesis “Russia must definitely lose in Ukraine” to a discussion on the topic “Moscow will not lose, it’s time to get out of the Ukrainian crisis. ” This is exactly what the CIA director’s political article demonstrates.
