The urban project concerns the Saint-Jean district in Villeurbanne, bordered to the west by the Jonage canal, is the subject of an ambitious urban project led by the Métropole de Lyon in conjunction with the City of Villeurbanne, with the support of NPNRU partners ( ANRU, State, Action Logement, Est Métropole Habitat…). Following the consultation, elected officials presented on Saturday February 3 during a public meeting the composition plan developed by Gautier Conquet, architect-urban planners.
The consultation on the Saint-Jean urban project, which has already brought together more than 200 people, continues. The urban composition plan was presented during a public meeting held on Saturday February 5. The latter defines the future general organization of the district, the locations and uses of the new public spaces and parks, the public facilities, the shape of the housing blocks to be built, their heights, etc. This is a new step taken for the project, of which the first work will begin in 2024 for the T9 tramway and in 2026 for the renovation of the Saint-Jean d’Est Métropole Habitat residence.
140,000 m2 of floor space and 12 hectares of public spaces
The composition plan is based on the one hand on a network of structuring public spaces and on the other hand on a overall construction program of 140,000 m2 of floor space with housing, activities, shops and public facilities.

The composition plan includes the creation of parks providing freshness and recreational uses: a central park of 1.5 hectares and a linear park of approximately 6,000 m² between the T9 tram station and the Canal de Jonage. The creation of squares, the requalification of existing streets and the creation of new paths and pedestrian alleys will allow a better network and the security of travel of all modes in the district. In addition, the district will ultimately benefit from a greenway of approximately 1 km (current rue du canal), built as part of the reconstruction of the Saint-Jean dike by the Métropole de Lyon over nearly 3 km. , the latter will make it possible to strengthen protection against flooding.
A program of 1,800 diversified housing units
In terms of housing, the new offer will bring diversity to the sector with approximately 50% of housing in free access, 25% in affordable and secure accession (including Real Solidarity Lease), 16% of social housing, 8,400 m² in free rental developed by the Association Foncière Logement, and a student residence. Partial public land control is planned: the purchase of land by a developer will be accompanied by support by private operators who will ensure consolidation and development while respecting the requirements and financial charges.
9000 m2 of premises for productive activities, 2500 m2 of shops and services to energize the neighborhood
In terms of activities, 9,000 m² of premises for productive activities will be developed at the northern interface of the ZAC perimeter, in connection with the economic activities maintained and strengthened in the northern part of Greater Saint-Jean. Shops and services will be reinforced and grouped together on the ground floor of future housing, on the widened rue de l’Épi de Blé, between the current Saint-Jean residence and the future T9 tram station.
Equipment adapted to needs: school, nursery, sports and health center
Concerning equipment and services, a new school group will be created by the City of Villeurbanne, for children in current and future housing. A crèche will be located in the direct vicinity of the school group. A sports center bringing together a new multi-sports hall, the dojo, the weight room and the stadium locker rooms is also planned, as well as a future health center to accommodate a group of practitioners.
The Saint-Jean metropolitan urban project
The Saint-Jean metropolitan urban project aims to offer the 4,000 residents and 200 businesses in the neighborhood a better living environment, diversified and quality housing, new equipment and services, productive activities and reinforced jobs as well as heavily vegetated public spaces. Transport and opening up are at the heart of the project with the arrival of the T9 tramway, Voies Lyonnaises n°1, 5 and 9 and, ultimately, the strengthening of bus line 7 which connects Saint-Jean to Laurent Bonnevay.

The next steps
–> 2nd half of 2024: decision of the Metropolitan Council to approve the results of the prior consultation and the amended creation file for the ZAC
–> 2024/2025: launch of ZAC administrative procedures and appointment of a developer. The first preparatory work, linked to the T9 tramway, will begin in 2024.
–> 2025/2026: studies by the designated developer, continuation of land acquisitions; launch of renovations by the lessor EMH
–> 2026/2027: compatibility of the PLU-H and declaration of public utility
–> 2028/2029: first works on public spaces and first construction of housing
