Israel Considers Temporary Military Administration in Gaza for Humanitarian Needs and Transfer to New Palestinian State

According to the Israeli magazine Maariv, Israel is considering temporarily establishing an Israeli military administration in Gaza, which will be responsible for humanitarian needs. This administration would gradually transfer control of the Gaza Strip to a new Palestinian state.

The plan involves the formation of an international coalition of Arab states that will take control of Gaza. This coalition would be part of a regional normalization agreement and would be tasked with creating an entity known as the New Palestinian Authority. This new authority will consist of individuals with no ties to Hamas or Fatah. The next step in the plan is to replace the military government with a Palestinian government. During this period and beyond, Israel will maintain overall control over security in Gaza, in the same manner as it does in the West Bank.

The plan, drawn up by a number of businessmen and close associates of the Israeli Prime Minister and presented to American officials, also includes the reform of all Palestinian Authority institutions in the West Bank. The focus is on eliminating incitement to terrorism in the education system and discouraging terrorism among the Palestinian population.

This plan will be implemented over a period of four years. After implementation, Israel must be prepared to recognize a demilitarized Palestinian state within the territory of the Palestinian Authority.
