Tuition Fees Waived for State-Commissioned Students in Bulgaria: Free Higher Education to Become a Reality

Tuition fees for students and doctoral students, who are commissioned by the state, will be waived, Prime Minister Nikolay Denkov announced.

They will be borne by the state and this will apply from the second semester of this academic year, i.e. in about a month. In this way, we will become like many European countries where higher education is free, Academician Denkov pointed out. Among them is Germany.

The deputy head of the GERB group in the parliament, Temenuzka Petkova, stood next to the prime minister – a sign that the great news is a joint merit of the co-rulers.

The amendments to the Law on Higher Education, which will eliminate the fees, have already been uploaded for public discussion.

This will cost the state between BGN 120 and 150 million per year,

as funds are also provided for the first semester of the academic year 2024/2025.

The total number of students enrolled in public higher education institutions in the academic year 2022/2023 is 188,194, the same number for this year. There are 6,259 doctoral students.

Currently, they pay between BGN 300 and BGN 2,200 per semester, depending on the university and the major.

The protected specialties, which are also now exempt from fees, will be thought of as targeted

scholarships to increase interest in these professional fields

The main thing at the moment is to make sure that there is no smart child in Bulgaria who wants to study at a university and cannot do so because he has to pay fees, explained the Prime Minister.

“This will give many young people access to higher education despite the difficulties and despite inflation throughout Europe and in Bulgaria”, welcomed the change, the leader of the National Representation of Student Councils, Daniel Parushev.

The Governing Council of the Council of Rectors will meet on Wednesday to discuss the proposal. Against the background of the severe demographic challenge that is set in a few years, this is a very good initiative. We hope for sustainability in funding in the coming years”, commented the chairman of the Council of Rectors academic Lachezar Traikov.

The rector of UNSS Prof. Dimitar Dimitrov, who is the chief secretary of the Council of Rectors, also expressed his support.

Fees for following a state contract were introduced at the end of the 1990s.
