Togo is preparing to adopt a national strategy for the development of preschool education in accordance with the ambition contained in the Education Sector Plan (PSE) 2020-2030. To this end, a meeting has brought together, since January 22, 2024, the main actors and partners of the education system. According to the Head of State, preschool is the subject of particular attention in Togo.
With a population under 5 years old estimated at 1.2 million, according to World Bank data, the government aims to improve the quality of preschool education, the gross rate of which is estimated at 42.2% in 2023, according to Unicef. Thus, in accordance with the national early childhood development policy validated in 2018, the Togolese government launched a consultation on January 24, 2023 to develop a national strategy for the development of preschool education, within the framework of the Sector Plan of education (PSE) 2020-2030.

Aware that education is a fundamental right, a powerful vector of development and one of the best means of reducing poverty and promoting peace, the Head of State Faure Gnassingbé has been advocating since 2021 for “a more lucid and daring investment”, in this sector, particularly in preschool, which is the subject special attention to Togo. So with this strategy, the Togolese government hopes to be able to make preschool accessible and compulsory in the country. This is to enable children to better understand and adapt to primary education.

In Togo, where education is a priority, leaders are increasing initiatives for universal access to preschool education; the number of preschool education schools increased from 805 in 2011 to 3,165 in 2018. The gross preschool enrollment rate increased from 8.7 to 42.2% between 2011 and 2023.
