French Government Doubles Medical Deductibles from March 2024: Impact on Policyholders and Healthcare System

Medical deductible: increase in the remainder payable from March 2024

The French government has decided to double medical deductibles from the end of March 2024, following President Emmanuel Macron’s press conference on January 16, in addition to other provisions. This measure, confirmed on January 22, will impact policyholdersincreasing the remaining charge for boxes of medicines, paramedical services and medical transport.

Changes coming in March and June

From the end of March, the exemption on boxes of medicines and paramedical procedures will pass from 50 cents to 1 euro. Likewise, the “flat rate contributions” on consultations, medical procedures, examinations, and medical biology analyzes will be doubled, reaching 2 euros in June. This decision aims to strengthen the accountability of social security holders regarding their healthcare consumption.

Certain exceptions are provided

Medical deductibles were introduced on January 1, 2008 under the presidency of Nicolas Sarkozy to reduce the Social Security deficit. This is a balance payable by policyholders, a sum of money to be paid after reimbursement from Health Insurance. To note that medical transport will also see their excess doubledreaching 4 euros.

However, certain categories of the population will be exempt from these increases. People under the age of 18, pregnant women from the sixth month of pregnancy as well as beneficiaries of complementary solidarity health insurance or state medical aid will not be subject to these increases. In addition, for people with the greatest need for care, the franchise will be capped at 50 euros per year.

800 million euros expected

The government estimates that this measure will bring in around 800 million additional euros. This sum will help to fill the forecast deficit of 8.7 billion euros in 2024, which expected to reach 17.2 billion in 2027.

Although the President of the Republic sees this measure as a way of making policyholders responsible, it arouses criticism from the opposition, but also from certain patient associations. Some believe that this increase in the remainder of the liability risks penalize the most financially vulnerable people.
