EVAK certifies that the person is a resident of a member state of the European Union, Iceland, Norway, Liechtenstein, Switzerland or the United Kingdom and is socially insured in their country. Therefore, a person has the right to receive necessary or urgent medical assistance according to the same conditions and scope as it is provided to local residents. Therefore, before going on a trip, it is advisable to familiarize yourself with the regulations in the respective country. If the resident wants to insure himself against other risks that might occur during trips or foreign trips, it is necessary to additionally purchase travel insurance.
To apply for and receive EVAK, you can:
- apply in person at one of NVD’s Customer Service Centers (in Riga, Jelgava, Katoļu street 1-1, Kuldīga, Smiltene or Daugavpils);
- send the application by mail;
- submit an application eveseliba.gov.lv in the section “Family doctor and EVAK” – “My EVAK”.
When applying for an insurance card remotely, it can be received by mail to the address indicated in the application. More information available NVD website.
The validity period of the insurance card is three years, so even those residents who already have an EVAK are invited to make sure of the validity period, which is indicated on the insurance card or can be viewed on the E-health portal in the “My EVAK” section. If the validity period has expired, it is recommended to schedule the renewal of the EVAK in time, because as spring approaches – the active travel season, it may take longer to issue the insurance in person.
The NVD informs that there is no age limit for obtaining an insurance card – it can be issued for both an infant and a senior citizen, as everyone needs their own insurance card. It is possible to apply for EVAK for a minor:
- by applying in person at one of NVD’s Customer Service Centers (in Riga, Jelgava, Kuldiga, Smilten or Daugavpils). In this case, the mother or father will have to present their identity document;
- by authorizing eveseliba.gov.lv in the child’s profile and submitting an application www.eveseliba.gov.lv in the section “Family doctor and EVAK” – “My EVAK”, if the parent has a valid EVAK. If the parent does not have an applied for or valid EVAK card, the parent must initially apply for it.
At the same time, NVD draws attention to the limitations of the EVAK operation – this insurance does not cover patient co-payments determined abroad or repatriation (transportation) expenses in the event of a patient’s serious illness or death. It should also be noted that citizens of third countries, including non-citizens of Latvia, cannot use EVAK in Norway, Switzerland, Liechtenstein, Iceland and Denmark, except if they are stateless, refugees or family members of an EU citizen.
