Government Announces Doubling of Medical Deductibles and Flat-Rate Contributions

Clearly, for your medications covered by Social Security, Health Insurance will deduct one euro, instead of 50 cents so far, of your reimbursements. The same will apply to the reimbursement of your consultations with a paramedical health professional such as physiotherapists or nurses. As for medical transport, the excess deducted from your reimbursements will increase from 2 to 4 euros.

Maintaining the annual ceiling at 50 euros

Increasing medical deductibles is one of the avenues suggested by Bercy since last summer to restore the state’s public finances. But the executive has long procrastinated in the face of the anger of patient associations and parliamentarians during the examination of the Social Security financing bill for 2024. However, “the annual ceiling set at 50 euros is maintained in order to protect those affected by a serious pathology, and in particular people suffering from a long-term condition”, underline the ministries in charge of the Economy and Health in the press release. For example, people with diabetes or heart failure, whose expenses for medication, physiotherapy rehabilitation or nursing care already exceed this ceiling, will not pay more.

Doubling of flat-rate participations by summer

But that’s not all. To achieve the 800 million euros in savings planned for a full year in the Social Security budget for 2024, the government will also double the flat-rate contributions. Like the deductibles, this is an amount deducted from reimbursements for consultations with your doctor and medical biology examinations and analyses. Instead of deducting one euro, Health Insurance will deduct two.

Let’s take the example of an appointment with your doctor. This charges you 26.50 euros per consultation. This is covered by Social Security at 70%, or 18.55 euros from which two euros will have to be deducted. In the end, Health Insurance will only reimburse you 16.55 euros of the total amount of your medical consultation. Your complementary health insurance will reimburse 30% of the consultation price, or 7.95 euros. You will therefore pay two euros out of your pocket (instead of one euro today) for your consultation. Medical deductibles and fixed contributions have not been increased since their creation in 2008 and 2004.
