chairman of parliament DKI Jakarta Prasetyo Edi Marsudi was presented as a witness in the corruption case in land procurement for a house project with a down payment of IDR 0. The prosecutor questioned Prasetyo Edi about the success of the program.
Prasetyo testified in a trial held at the Central Jakarta Corruption Court, Monday (22/1/2024). He testified for three defendants, namely the former Main Director of Perumda Pembangunan Sarana Jaya, Yoory Corneles Pinontoan; beneficial owner of PT Adonara Propertindo, Rudy Hartono; and Operations Director Tommy Adrian.
“Regarding Yoory’s problem, what do you know?” asked the prosecutor.
“What I know is about capital participation. Coincidentally, Banggar’s leadership is a collegial collective,” answered Prasetyo.
He said the Rp. 0 down payment housing program had pros and cons. He said the PDIP faction DKI Jakarta DPRD questioned the basis of the program.
“Well, after that, here is what Tri Wisaksana (former Deputy Chairman of the DKI Jakarta DPRD) said, there are pros and cons. Because for our faction PDI Perjuangan, at that time it was irrational for a house with a down payment of IDR 0. Where did it come from, what was the basis,” explained Prasetyo.
He compared a number of programs in the DKI Jakarta Provincial Government which had reaped pros and cons in the community. He brought up the Healthy Jakarta Card and Smart Jakarta Card programs which were initiated by Joko Widodo when he was still Governor of DKI Jakarta.
“The PDIP faction refused but the institutions in the DPRD were finally approved?” asked the prosecutor.
“Because of this too, sir, the illustration used to be Mr. Governor, Mr. Foke, Mr. Jokowi, so the Governor had a breakthrough called the Smart Jakarta Card, Healthy Jakarta Card. Well, there were also pros and cons to the discussion of rejecting that, but we still went ahead and finally KJP, KJS were accepted community,” said Prasetyo.
He then compared the IDR 0 down payment housing program with the construction of flats in Jakarta. He said the IDR 0 down payment housing program had similarities to the construction of flats.
“Likewise, Mr. Anies is proposing a program which may be a continuation of the previous government. How can this Jakarta not be congested, how can this Jakarta not be flooded, can the people not be flooded, that is sustainable with the flats, sir,” said Prasetyo.
“The main thing is to build as many flats as possible for the people to live there. Maybe here the method is different, make the down payment of IDR 0. Actually the goal is the same,” he continued.
The prosecutor questioned Prasetyo about the success of the Rp. 0 down payment house with flats. Prasetyo said the Rp. 0 down payment program includes a number of conditions for residents who want to buy a house.
“Actually, for successful flats, houses with a DP of 0 rupiah are not successful?” asked the prosecutor.
“If the down payment is 0 rupiah, there must be a derivative of how much your salary is, what your abilities are, everything has to be rational,” answered Edi.
The prosecutor then asked about the budget allocation disbursed for the Rp. 0 down payment housing project. Prasetyo admitted that he did not know the details of how the budget was used.
“0 Rupiah down payment house can be implemented or not?” asked the prosecutor.
