Beyond this, at the sector conference Luis Planas also spoke about the VAT reduction on some foods. Regarding VAT, the minister said that the extension of the 0% reduction of this tax on certain basic foods, as well as that of olive oil and pasta at 5%, will be in force until June 30. Furthermore, he recalled that as a result of parliamentary agreements and on the occasion of the validation of royal decree-law 8/2023, the Government will lower the VAT on olive oil to 0%, because, the minister explained, it is a product ” sensitive for the majority of Spanish families. It was there that the councilor asked for explanations to know “the technical reason” to reduce the VAT on oil from 5% to 0%, but he maintains his refusal to lower the VAT on fish and meat. He questions “is there any ideological reason against the consumption of these products.”

In addition, José González showed his “concern” about the fulfillment of the “commitments assumed by the central government with the irrigators” of A Limia. The modernization of irrigation corresponds 80% to the central government and 20% to the irrigators. He warns that “those commitments are not being met.”

Beyond these criticisms, during the sectoral conference, the Ministry of Agriculture announced the distribution of 45,841,750.93 euros between the autonomous communities for wine promotion programs in third country markets by 2025. For the thirteen Galicia there will be an allocation of 1,301,834 million euros. This aid, as explained by the Ministry, comes from the “European Agricultural Agrarian Guarantee Fund (EAGF) to be implemented in 2025, whose call was made in September 2023.” This average had a budget of 55.59 million euros, the applications finally presented were for a total of 45.8 million euros. For this reason, they add, Minister Luis Planas has suggested to the regional councilors in the sector to raise the subsidy to 50%, the maximum allowed, for the 673 programs presented by the autonomies, which have shown their agreement with the ministerial proposal.

With respect to agricultural insurance, the minister advanced the “creation of a working group to evaluate the dysfunctions due to the new insurance lines and to analyze climate impact evaluation studies.” He has also mentioned the recent approval of the Agrarian Insurance Plan for this year and that it has a budget allocation of 284.5 million euros. The minister referred to the efforts of this Government that has been gradually increasing the budget compared to the 211 million euros budgeted in 2018.
