Former Finance Minister and Son Accused of Usury and Property Seizures

The usury business of the former Finance Minister Stoyan Alexandrov and his son Petar was aimed not at returning loans, but at taking valuable properties from debtors. This was revealed by a BTV investigation carried out after Peter was accused of murdering the debtor Kiril Rusev.

“Peter obviously believed it. He is a mouse, quite unstable mentally. I can’t imagine him at all in the role I saw him in – as a racketeer and murderer,” says Sasho Salkov, who is a former business partner of Stoyan Alexandrov.

“Peter doesn’t want money, Peter wants properties for nothing. This is the purpose of his occupation”, says businesswoman Temenuga Stoycheva, whose property worth 1 million euros was confiscated.

“Extremely dishonest and I can’t believe that a person can be so cruel,” Bogdan Bogdanov is categorical.

What victims have in common is that they lose the properties they pledged against the loan and then continue to owe money.

“He and I had an agreement, a verbal agreement, to buy properties together, 50/50. My job was to find them, do the paperwork and resell them at a profit, where we split the profit. Because he was a passive partner, and I dealt with everything, that’s why everything was mortgaged in his name,” explains Sasho Salkov, a former business partner of the family. He worked with Stoyan Alexandrov, but later quarreled with Petar.

Due to the cheapening of the market, Sasho Salkov kept the properties, i.e. doesn’t sell them. While he got along well with Alexandrov-father, after his death, relations with his son Peter deteriorated.

“I had given him a power of attorney, he transferred, transferred, but at one point I got angry with him and withdrew my power of attorney. After the power of attorney was revoked, he continued to transfer more properties without being authorized. I have regretted the properties. It is about about 300,000 euros to about one million euros,” Salkov explains.

After receiving a loan from Petar Alexandrov for about BGN 820,000, businesswoman Temenuga Stoycheva is about to lose an ultra-huge restaurant and an expensive maisonette. However, he remains a debtor.

“He collects close to 1.4 million euros, and yet I still owe him 650,000 euros, ie nearly two million against a loan of 800,000 euros,” says Temenuga Stoycheva.

A private bailiff is selling her restaurant at Petar Alexandrov’s request – because of a late payment on the debt.

“I am struggling in the meantime to sell the restaurant, but I can’t sell anything – he has foreclosed on all my properties as an individual. I had clients, but he made it known that he was destroying me financially and I couldn’t sell anything,” the businesswoman said.

The debts of the debtors of Stoyan Alexandrov and his son are collected by the private bailiff Georgi Nikolov.

“She remains in debt and loses the property. Yes”, he is categorical about Stoycheva’s case.

Temenuga Stoycheva claims that she only bet the restaurant, but Aleksandrov-son was already trying to acquire her maisonette on three floors. According to her, he was not mortgaged, but Aleksandrov-son attacked Stoycheva also as a natural person.

“The property is being sold in Sotheby’s for two million euros,” the woman notes and claims that the private executor is selling the property for nothing.

“The entire property, located in the Ivan Vazov district, right on Vitoshka, next to South Park, was valued by the expert for BGN 400,000. Her garage in the same building was also sold. But despite everything, the businesswoman remains in debt. She claims that the PSI works together with Petar Alexandrov to her detriment.

“I know them in an official capacity. I know Mr. Petar Alexandrov in an official capacity. He is a claimant in several cases – four or five. I don’t know his father, I’ve never worked with him,” claims private bailiff Georgi Nikolov.

Nikolov also claims that the claimant for the maisonette is someone else, not Petar Alexandrov. According to him, Mrs. Stoicheva’s properties are being sold according to the rules. She could have sold her restaurant on her own, but the price she was looking for was not realistic, he added.

“The trading company or the debtor has the right by law to object to this assessment and appoint an expert to prepare a new assessment – in this case the debtor has exercised this right, appointed a new expert, a re-assessment has been prepared and in this case the market value that serves as the basis for the public sale is determined as the arithmetic mean between the two valuations. The initial assessment and that of the expert appointed by the debtor. In this case, this procedure was followed. On the basis of the assessment determined in this way, two consecutive public sales were held, each lasting one month,” explains Nikolov.

The private bailiff says he had nothing to do with the auctions of the debtor Kiril Rusev, for whose murder Petar Alexandrov is accused. However, it is the subject of numerous inquiries.
