Unfortunately, Microsoft has become more and more obstinate when it comes to using Windows as a platform for advertising, even if the company itself calls it for example Recommendations or Suggestions. Fortunately, these can be removed. As for Recommendations, do this:
Open Windows Settings by pressing Start-button (or by using the keyboard shortcut Windows+I).
Press Adaptation, Start and scrolls down to Show recommendations for tips, shortcuts, new apps with mera.
Using the slider on the right, you can turn this feature on and off. As you can see, you can also control what should be displayed under Start via this menu in other ways. For example, you can hide Recently used items and Show most used apps if this is not something you want to see.

In Windows 11, other ads also appear, for example advertising for different kinds of games at the bottom right. This is what Microsoft labels as Suggestions, but in practice it is nothing more than advertising. When you see this ad, you can click Dismiss (or use the cross on the top right) to close that particular ad, but luckily you can also turn off the feature entirely:
Open Settings (as above), System, Notifications.
Scroll down to the list below Notifications from apps and other senders. Here you look up Suggestions and choose to turn off the function using the slider.
While you’re still in here, you can go down to Additional settings. Here are a couple of options that you can enable or disable.
