Zelensky Comments on Mobilization Bill Withdrawn from Parliament: Latest Updates

President of Ukraine Vladimir Zelensky commented on what the mobilization bill should look like after taking into account all the proposals, which was withdrawn from parliament by the Cabinet of Ministers the day before.

Zelensky’s direct speech: “As for the mobilization bill: I know that the military worked with the deputies. I have not seen the final version (of the bill). For me, the main thing is that this law is fair. When I see all the details, then I will be able to say.

Background:

  • On December 25, it became known that the Cabinet of Ministers submitted to the Verkhovna Rada a bill “On amendments to certain legislative acts of Ukraine regarding the improvement of certain issues of mobilization, military registration and military service” No. 10378, which regulates issues of deferment from conscription for military service, in including people with disabilities.
  • The government proposes that parliamentarians impose a number of restrictions on those citizens who have not fulfilled the obligations of mobilization preparation and mobilization, increase fines for violators of military registration rules and defense legislation, and imprisonment for refusal to undergo a medical examination in the same way as for evading mobilization.
  • Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets said that some provisions of the draft law on mobilization may contradict the Constitution.
  • Advisor to the head of the President’s Office, Mikhail Podolyak, said during the telethon that the bill on mobilization will be put to a vote in the Verkhovna Rada only after discussion and amendments are made.
  • On January 8, the Verkhovna Rada Committee on Anti-Corruption Policy at a meeting recognized the government bill on mobilization as containing corruption risks.
  • On January 11, the Verkhovna Rada returned a bill to improve mobilization to the government for revision.
