EC Offers Compromise to Orbán to End Veto on Ukraine Aid: Annual Inspections and Emergency Brakes Included

In order to convince Orbán to give up his veto, the EC is ready to offer the Hungarian prime minister the option of stopping the financing deal midway, the newspaper said, citing three officials familiar with the situation.

As part of the potential deal, the EU agrees to include a review of the four-year aid package next year, when it will be possible to assess whether Ukraine needs the full amount, as well as whether Kyiv has met the conditions for EU aid.

This would give Orbán the opportunity to veto the continuation of aid.

The EC is also ready to agree to annual inspections and to include a clause on “emergency brakes”. Accordingly, any country will be able to express concerns regarding assistance to Ukraine.

Asked if that would be enough to overturn the veto, a senior Hungarian official told the publication: “I’m still not sure, but probably yes.”

The Hungarians are “in the mood for negotiations,” said another interlocutor of the newspaper.
