The Mutsaersstichting, a youth care foundation in Limburg that treats 1,800 young people, will be under increased supervision in the coming months. The Healthcare and Youth Inspectorate (IGJ) has identified “major shortcomings” during an inspection and is demanding an improvement plan.
At Mutsaers institutions, young people are sometimes grabbed when this is not necessary. In addition, they are forced to stay in their bedroom and the outside doors are closed at night. But because the young people are in the institution voluntarily, this is actually not allowed.
Young people of different ages and with different problems have also been grouped together, meaning that the living situation does not match individual needs. There is no “a positive, family-oriented and safe pedagogical development climate”, the inspectorate noted during the inspection, which was held in November.
‘Long-term unsafe work culture’
The report also shows that employees want to provide good care, but that the workload is too high. Due to this pressure, uncertainty among employees and a “long-term unsafe work culture”, healthcare workers are also unable to learn from what they do.
Prior to the audit, the IGJ had already received signals about the quality of care and financial problems at the foundation. The inspectorate is now also concerned about this financial health.
New management
The current board of the Mutsaerts Foundation acknowledges that it is in “difficult financial times” and says that it has called in the inspectorate itself. The problems are attributed to the old administration.
According to the inspectorate, the new board has “the will and motivation to improve”. It now has six months to do so. During those months, the inspectorate maintains close contact with the foundation. For example, there will be extra (unexpected) visits.
In a statement, the new board reports that it sees this inspection report as an opportunity. “We will use this period to uncover everything that can and should be improved within the organization.”
