As part of her State of New York address, Governor Kathy Hochul plans to outline several initiatives this afternoon that directly involve the immigrant community and low-income minorities.
According to what the Governor’s Office told El Diario, the official will reveal a multiple plan to support immigrant entrepreneurs and create ways for foreign-born New Yorkers to own businesses.
“The plan includes a Global Entrepreneur-in-Residence Program, which will provide an opportunity for international entrepreneurs to obtain university-sponsored visas, collaborate with universities to drive innovation, and develop startups or early-stage projects in New York. In addition to helping entrepreneurs obtain visas, the program would provide competitive grants to up to eight universities and research colleges to operate the program,” a document stated.
“For generations, New York has welcomed immigrants from around the world, and we are committed to providing them with the resources they need to achieve their “New York dream” and be part of our state’s entrepreneurial market,” said Governor Hochul. “We are proposing a plan to support immigrant entrepreneurs with more resources to study, remain and grow in our State, while strengthening language access tools with more investment in ESOL programs.”
Business owners
According to data managed by the Government, currently more than 37% of business owners in New York were born abroad.
To reinforce this initiative, the state government is eyeing the creation of a virtual Immigrant Entrepreneur Center, which would serve as a centralized resource for important information and services relevant to immigrant entrepreneurs, as well as additional efforts to strengthen language access in the state with a significant investment in English programming for speakers of other languages.
Social benefits
To address the eligibility of people who qualify for assistance from social programs and are not receiving them, Hochul proposes data matching. “One of our priorities is to provide and connect low-income New Yorkers with the resources and programs available to them and their families. With the Data Matching program, people enrolled in a benefit program who qualify for WIC will be automatically enrolled without having to go through the process, ensuring that more women and children have access to better, healthier nutrition.”
This step is expected to identify people who are not accessing benefits, better connect under-enrolled populations with life-saving assistance, and make the system more efficient to manage agencies and participants alike. It can also help qualifying New Yorkers sign up for benefits they could lose.
“A 2019 study of 4 states that used data sharing and program matching to increase WIC enrollment using SNAP or Medicaid data revealed cross-enrollment gaps ranging from 44% to 77%,” he mentioned. the Hochul Office.
