Former Minister Ivan Demerdzhiev Accuses Deputy Chief Secretary of Involvement in Migrant-Trafficking Scandal

Accusations of a migrant-trafficking investigation and threats of a lawsuit flew Monday between former Interior Minister Ivan Demerdzhiev and Deputy. the Chief Secretary of the Ministry of Internal Affairs, Chief Commissioner Dimitar Kangaldzhiev. Demerdzhiev gave the occasion.

There was operational information about Kangaldzhiev that he was involved in migrant trafficking, Demerdzhiev said. When asked how it is possible for a person fired from the MIA system after a positive drug test to drive a patrol car again, the former minister answered: If it is possible that the Deputy Chief Secretary of the MIA is involved in migrant trafficking – there is such leaked operational information, what can we say for the rank-and-file employees and for the way in which the Bulgarian border is guarded, the former minister told BTV.

I assure you that this information is available both to the Austrian side and to all European and Bulgarian partners. There is operational information.

I was asked such questions by two deputies from GERB, former interior ministers. Now they are silent, and this person, who was in a significantly lower position, is currently the deputy chief secretary of the Ministry of Internal Affairs, added Demerdzhiev. He was referring to a question addressed to him on November 24, 2022 in the internal committee in the parliament by Hristo Terziyski. “Do a Homeland Security check on a deputy director general to see if he cooperated back in the years with human trafficking channels,” Terziyski said at the time. Demerdzhiev asked if it was the Border Police, but the deputy did not specify. Then the minister undertook to check the deputy directors of all the main directorates in the Ministry of the Interior.

On Monday, Demerdzhiev did not say the name of the Deputy Chief Secretary of the Ministry of Internal Affairs. However, he is only one – the recently appointed ch. Commissioner Dimitar Kangaldzhiev.

Due to the involvement of his name, Kangaldzhiev threatened to sue Demerdzhiev.

When I was a minister, there were no people in these positions for whom such operational information was leaked. There were numerous arrests of officers for a variety of offenses, including felonies.

The person in question was in a much lower position. People with such a history cannot be allowed to reach posts at the foot of the highest. If I had enough information about a crime being committed, he would be removed. When an employee is appointed, his reference is taken. And when the personnel report is taken, it can be seen that there is such information. When this is seen, he cannot be allowed to such a level of management, because this speaks very clearly to his colleagues, Ivan Demerdzhiev also said.

In fact, Kangaldzhiev was not in a “much lower position” during Demerdzhiev’s time. He was deputy director of GDBOP, but was temporarily reappointed to the position. It was the official minister who made him the holder of the post. After that, he even awarded him with the “Honorary badge of the Ministry of Internal Affairs – III degree.”

According to 24 Chasa, according to the operative information in question, one of the informants with whom Kangaljiev worked was involved in migrant trafficking.

The detainee indicated that the man was being concealed by the senior police officer. This was verified and categorically denied. That is why Kangaldzhiev remained deputy director of GDBOP.

He became deputy. chief secretary of the Ministry of Internal Affairs in September, but only temporarily. Then the previous incumbent Zhivko Kotsev was appointed to the highest professional post in the Ministry of the Interior. The incumbent as a substitute, Stanimir Stanev, was on long-term sick leave. That is why Kangaldzhiev was appointed acting After Stanev was retired on November 30 of this year, the former anti-mafia sat in the chair permanently.

Kangaldzhiev was born in 1982. He has been in the Ministry of Internal Affairs since 2005, first as an intelligence officer in the “Criminal Police” department at the Ministry of Defense, and later – in the “Counterterrorism” department at the GDBOP.

He successively worked for the police in Kostinbrod and Botevgrad.

After that, for 3 years, he was the head of the sector in the “Criminal Police” department of the State Police. From 2019, he took over a sector in the “Special Operations” department at the General Directorate of Public Security, after which he was the deputy head of the main directorate.

He has a bachelor’s degree in “Combating crime and protection of public order” at the Academy of the Ministry of Internal Affairs and a master’s degree in law at Southwestern University “Neofit Rilski”.
