The National Government, through the National Planning Department (DNP), has presented a decree to advance towards the consolidation of the Universal Income Registry (RUI) that aims to eliminate the current system of social strata, as explained to the newspaper EL TIEMPO Juan Miguel Gallego, deputy director general of Foresight and National Development.
According to what the Government has stated, the idea is that with this tool there is a better targeting of social investment and errors in inclusion are avoided or there is an outdated record of records such as Sisbén.
For Gallego, in his talk with EL TIEMPO, the RUI seeks to identify not only the most vulnerable and poor part of Colombian households, but also those in a better situation.

Will there be no social strata?
Currently, there is a stratification system, which classifies Colombians into six groups according to the characteristics of their homes, but the current Government has stated that its intention is to consolidate a better data collection system.
It is important to clarify that Sisbén would continue to be used for group classification, but with some improvements.

Now, there is no clear date for the entry into operation of this new Registry, but the DPN has said that a pilot will possibly be carried out in 2024. However, the change will not be abrupt, but rather a transition will be made so that, Approximately in 2026, it will work for all Colombians.

The RUI as an analysis tool
This would be a tool to:
1. Know the socioeconomic status of households.
2. Evaluate the impact of public policies.
3. Generate strategies and proposals that combat poverty.
4. Measure levels of inequality through income distribution.
Finally, the projection is that the RUI will allow the population to be classified by deciles or quintiles of payment capacity, thus improving the application of social policy.
