Former Democratic Party Leader Song Young-Gil to be Tried in Same Court as Independent Lawmaker Yoon Kwan-seok for ‘Democratic Party National Convention Money Envelope Distribution’ Incident

Former Democratic Party leader Song Young-gil, who was arrested and indicted for the ‘Democratic Party National Convention money envelope distribution’ incident, will be tried by the same court as independent lawmaker Yoon Kwan-seok, who was previously indicted for this case. It is said that the court randomly assigned cases according to normal procedures, but the cases were heard by the same court.

The Seoul Central District Court announced on the 5th that former Representative Song’s alleged violation of the Political Fund Act was assigned to Criminal Division 21-1 (Presiding Judge Heo Gyeong-moo). Criminal Division 21 is the so-called ‘equal court’ and is divided into Criminal Divisions 21-1 to 3 depending on the chief judge who serves as the presiding judge. The presiding judge of former Representative Song’s trial will be Chief Judge Heo Gyeong-moo (30th class of the Judicial Research and Training Institute). Chief Judge Kim Jeong-gon (31st class), the presiding judge of Criminal Division 21-2, has been hearing the trials of Rep. Yoon and Kang Rae-gu, former standing audit committee member of Korea Water Resources Corporation, who were indicted on charges of involvement in distributing money envelopes (violation of political party law) in August last year. .

Regarding the dividend in former Representative Song’s case, the Seoul Central District Court stated, “The dividend was distributed electronically according to normal procedures without going through a financial agreement process.” It was randomly assigned among the courts in charge of corruption cases, but coincidentally, it was assigned to the same court.

The legal community is paying attention to the results of Representative Yoon’s sentencing scheduled for the 31st. Depending on the outcome of Sentencing Rep. Yoon, we can get a glimpse of the court’s perspective on the ‘money envelope’ case. One legal expert said, “If Criminal Investigation Department 21-2 recognizes Representative Yoon’s charges and finds him guilty, it will also affect former Representative Song’s trial.”

In order to be elected as the party representative at the Democratic National Convention in May 2021, former representative Song gave 20 envelopes of money (3 million won each, 60 million won) to Representative Yoon Kwan-seok to give to Democratic Party members in March and April of the same year, and provided activity expenses to 10 camp regional headquarters heads. He is accused of delivering an envelope worth 6.5 million won. There are also charges of receiving 60 million won in illegal political funds from Rep. Lee Seong-man and businessman Mr. Kim. He is also accused of receiving 763 million won in illegal political funds from 7 people, including businessmen, through his organization ‘Peace and Living Issues Research Institute (Muksayeon)’ between 2020 and 2021. Of these, 40 million won was charged with bribery, allegedly received from Park Yong-ha, former chairman of the Yeosu Chamber of Commerce and Industry, along with a request for an incineration treatment facility.
