ASML Prohibited from Exporting to China: Dutch Government Revokes Shipping Permit

Dutch semiconductor industrial equipment company ASML is prohibited from exporting to China. So far, ASML produces equipment for semiconductor factories, this equipment is exported throughout the world, including to China.

Reporting from CNBC, Tuesday (2/1/2024), ASML has just released a statement that the permit to ship lithography systems coded NXT:2050i and NXT:2100i in 2023 has been partially revoked by the Dutch government. The shipping permit was said to be destined for China.

ASML sells lithography machines that are an important part of the chip manufacturing process. One type of machine they sell is an extreme ultraviolet lithography machine or Extreme Ultraviolet (EUV) machine which is used to make the most advanced chips, such as those used in Apple products.

For several years, ASML was prohibited from exporting these machines to China. Until now, the company has not sent a single EUV machine to China.

The second type of tool it sells is called a Deep Ultraviolet (DUV) lithography machine which is used to make chips whose quality is below the chips produced by EUV machines.

So the export shipments coded NXT:2050i and NXT:2100i which are included in the Dutch government’s latest export restrictions are DUV lithography machines.

The revocation of shipping permits came after the United States government tightened export controls on advanced semiconductors and chipmaking equipment to China in October.

ASML said in a statement that in recent discussions with the US government, the company had received further clarification regarding the scope and impact of Uncle Sam’s updated export controls in October.

These restrictions impose restrictions on certain critical grade DUV immersion lithography systems for a limited number of advanced production facilities.

The Dutch government appears to now be following US pressure, imposing its own restrictions in June on exports of advanced semiconductor equipment.
