That is one of the contents in the document on notes in the organization and implementation of non-cash payments at educational establishments in Ho Chi Minh City in the 2023-2024 school year.
Accordingly, the Department of Education and Training of Ho Chi Minh City determined that schools need to promote and expand the implementation of non-cash payments for tuition fees and educational service revenues.
The Department of Education and Training requests heads of education and training establishments to pay attention to using the correct name of the Non-cash Payment Development Project in Vietnam for the period 2021-2025 in implementation documents. Adjust and discontinue using the phrase “SSC tuition payment card scheme”.
This adjustment is to accommodate the change in payment method from card to information technology system application, through the bank’s convenient payment services (payment via mobile device, payment via internet, e-wallet, bill payment service…) allows users to access applications on the internet and mobile to make payments; Payment information data is recorded accurately, clearly and systematically.
The Department of Education and Training requires educational institutions to connect with licensed payment systems according to regulations of the State Bank of Vietnam. The payment system must ensure compliance with current State regulations and instructions on data exchange and information technology application in state agencies. Note the requirements for ensuring network information security, network security and personal data protection.
At the same time, schools must diversify payment channels, not giving any bank or payment intermediary an advantage; Create favorable conditions for parents, students and learners to have more choices and convenience in paying tuition and other educational service revenues.
In particular, schools must choose a tuition payment service provider with the lowest fee or no fee to introduce to students and parents. Publicize in many forms the fees for using non-cash payment services and at the same time provide instructions on how to do so on the school’s instruction board, monthly revenue notification form… Besides, Provide full information about banks and payment intermediaries that are participating in good implementation of non-cash payment services so that parents, students and learners can feel secure when using.
Currently, most establishments in Ho Chi Minh City apply cashless payment when collecting tuition and educational service fees.
In 2014, the project to use SSC school cards was jointly implemented by the City Department of Education and Training, the State Bank Ho Chi Minh City branch and Green House Cultural Joint Stock Company.
Accordingly, each student will be issued an SSC card with a name and code in the name of the account holder to open the card according to regulations. When it is time to pay fees and tuition, parents will be notified of the specific amount to transfer money to the card via forms such as text message, phone, internet… This amount will automatically be transferred to the school account. .
