Minister’s Decree for Territorial Loyalty Bonus Sparks Controversy in Seine Saint Denis Public Service

Decree No. 2020-1299 of October 24, 2020 provides for the creation of a territorial loyalty bonus in Seine Saint Denis in the public service. The decree of October 24, 2020 sets out the services and jobs concerned by the payment of this bonus.

The UNSA Education has alerted on several occasions, both at the ministerial and academic level, about the exclusion of certain staff in your ministry from the payment of this bonus.

All personnel involved in the proper functioning of the public education service in Seine-Saint-Denis must have their commitment recognized. While these professions are experiencing recruitment difficulties, non-payment of the loyalty bonus can only worsen the situation in a geographical area where the continuity of public service is an issue.

The UNSA Education is asking you to extend the loyalty bonus to the following personnel who are in direct service to the population: school doctors and medical technical advisors, nurse technical advisors, social service assistants technical advisors, medical-school office secretaries and secretary of IEN, personnel working in CIO.
