NEW DELHI: Former Supreme Court judge Justice RF Nariman has identified four disturbing things that have happened in India this year, one of which is a ‘connection’ with Kerala Governor Arif Mohammad Khan. Justice Nariman listed the action of Arif Mohammad Khan as ‘disturbing’ for waiting for 23 months without taking a decision on the eight bills passed by the Kerala Assembly. He also criticized the Supreme Court’s intervention and sent seven of the bills to the President for consideration. Justice Nariman said this while talking about the Constitution.
Justice Nariman mentioned the Governor’s action as third in the list of disturbing incidents. “The third disturbing thing that has happened this year is that the governor of Kerala, a traditionally minority state, has not taken a decision on various bills for a long period of 23 months. What did he do when the Supreme Court intervened in the matter? In total, he delayed eight bills without making a decision. Out of which seven bills were sent for consideration of the President.
This is definitely annoying. Because, with seven bills sent to the President, there is an increasing possibility of stalling the legislative activities in that state. This is because it is not like the governor sends back a bill (bills must of course be signed by the governor if they are sent back). If it comes before the central government and the central government refuses permission, then the story of the bill is over,” Justice Nariman pointed out.
