The way the Bulgarian Constitution was changed is a shame. We will see how the individual texts will work, but the latest amendments will remain with the “anti-Radev” label – this is how Vice President Iliyana Yotova commented on the changes in the basic law, finally adopted yesterday in the National Assembly.
On the same day, President Rumen Radev announced that he would refer the changes to the Constitutional Court.
It is a precedent for constitutional texts to be attacked simultaneously by both the president and the parliament, so yesterday’s placement of the state seal will be temporary, Yotova also commented.
According to her, there can be no talk of an independent decision by the presidential institution to form an interim cabinet, as soon as the head of state will have a list of people from whom he can choose an interim prime minister. Until now, the president could choose his own people for the post, and with the amendments to the basic law, he will have the right to choose between the president of the parliament, the heads of the BNB, the Audit Chamber, the ombudsman and their deputies. Yotova, however, asked if it was appropriate for these people to leave their important positions to become acting prime ministers.
“The problem is not the independence of the authorities. The problem is Rumen Radev and the fear of him,” commented the vice president on BTV.
Yotova stated that there is no change in Radev’s opinion about Bulgarians abroad and their participation in government. The deputies wrote in the Constitution that even Bulgarians with dual citizenship can be people’s representatives and ministers. This is exactly what the president strongly opposed, and some recalled his speech from 2019, in which he suggested that our citizens abroad should participate more actively in political life. However, his deputy explained that the president was talking about a Bulgarian by birth.
Yotova pointed out that one day there may be ministers with dual citizenship when they have classified information.
The Constitution is not the Road Traffic Act, although even there it is inexcusable. It cannot be changed every month, she commented. And he recalled the fee for the transfer of Russian gas through the territory of Bulgaria, accusing the government of “putting our Schengen membership at risk again”, as Hungary opposed the fee and threatened to veto it. Neither today nor tomorrow was there an item on the agenda of the Dutch parliament for the admission of Bulgaria and Romania to the Schengen area, as expected, Yotova pointed out.
I expected that after everything they did, and Bulgartransgaz almost went bankrupt because of Asen Vasilev, it would have been a manly act to come out and say, “Mr. President, you were right,” she pointed out.
According to her, Austria’s proposal for our country to gradually join the Schengen area, first entering by air, is a prerequisite for never fully joining.
One of the reasons why we are not allowed into Schengen is that the momentum of the Cabinet Offices, which have done a lot on the subject, has been lost, and because the Government has not taken advantage of the collapse of the Cooperation and Verification Mechanism.
