He stressed that the municipality “cannot bear this benefit burden” and warned that “we are going at full speed towards decategorization”; something that the elected mayor German Casagua also warned about, but that, on the other hand, according to the Secretary of the Treasury, Jaime Ramírez Plazas, will not happen in the short term.

The councilor explained that yesterday’s complaint is a continuation of one that she has been raising for a year, after the current municipal administration, within the framework of an administrative restructuring that was “irresponsibly approved by the majorities in the Council, created some needs “which are really non-existent for the Mayor’s Office, in administrative career positions.”

He contextualized that the first 73 appointments were made in February and were provisional positions against which there are already administrative lawsuits.

And throughout the year, the Mayor’s Office headed by Gorky Muñoz worked to get the Civil Service Commission to carry out the process to leave a total of 254 positions.

“There are two big problems with this competition, the first is that the positions as demonstrated in the Council do not correspond to the real needs” and the conditions are given so that “they can only be occupied by certain people”, in addition, “there were manipulation and change in the function manuals that allowed the creation of those positions.”

The second reason is that the financial capacity of the municipality “is not enough to support the benefit burden that those 254 positions would generate. “It is no secret to anyone that finances are blown up,” he pointed out.

Through a press release, yesterday the National Civil Service Commission reported that Agreement No. 95 and the annex of the Selection Process of the Municipal Mayor of Neiva has been published, which seeks to provide 62 vacancies in the promotion modality, “the which is aimed at public servants with administrative career rights of said entity and 192 vacancies in the open modality, for which all citizens who consider meeting the employment requirements may participate.

The press release adds that the Call Agreement and its annex contain the stages of the selection process, the general requirements for participation, the description of the written tests whose purpose is to assess the capacity, suitability, suitability and potential of the candidates for the different jobs that are called, as well as establishing a classification of the candidates with respect to the qualities and skills required to perform their functions.

It points out that in this merit contest, jobs are offered at the assistance, technical, professional and advisory levels, with which the entity seeks to strengthen the staff, guaranteeing the selection of the best public servants, within the framework of the constitutional principle. of merit.

And that the Public Offer of Career Jobs – OPEC, was consolidated from the manual of job functions and competencies of the jobs that make up the personnel plant and that have been reported to the National Civil Service Commission.

LA NACIÓN consulted the Secretary General of the Mayor’s Office, Salomé Bahamón, who responded that the process from the beginning was assumed directly by Mayor Gorky Muñoz with Human Talent, whose spokesperson is separated from the position due to a medical disability, therefore it was delegated to the legal secretary, Julio Ardila, who told this media outlet that the issue is not within his powers.

An attempt was also made to obtain a response from the press chief, Noralba Gómez, and who would be one of the beneficiaries of the Contest, but she did not give a response either.
