The head of the Main Intelligence Directorate of the Moscow Region, Kirill Budanov, spoke at the discussion panel “2024: challenges and prospects.” At this event, the head of Ukrainian intelligence explained why recruiting alone will not be enough to support the current strength of our army.

Why mobilization cannot be canceled in Ukraine
Budanov made it clear that the size of the Defense Forces would not be able to cover any recruiting effort. Therefore, our state cannot refuse mobilization.
To understand: the total Ukrainian Defense Forces now—I’ll give a slightly arbitrary number so that we don’t get too close to state secrets—are one hundred million. No recruiting can cover such volumes. Only mobilization. We must discard even the thought that we can do without mobilization. It is forbidden. One hundred million will not cover any recruiting. In principle, we don’t have that many people who want to do anything, let alone fight,
– he said.
According to him, because of the war, losses. Therefore, this number of people must be constantly maintained.
The head of the Main Intelligence Directorate of the Moscow Region noted that all those who wanted to fight came in the first six months of the full-scale Russian-Ukrainian war. For objective reasons, there are few of those people left. Budanov called this a fact that should be understood and recognized. He also noted that the issue of motivation arises in the context of mobilization.
The following question arises: people, everyone who wanted, they came. Who is being called? Unfortunately, there won’t be a good answer here. If we don’t find motivation for them, then no matter how many people – forcibly, not forcibly, or in accordance with some legal norms we would drive (into the ranks of the Defense Forces – Channel 24) – their efficiency will be almost zero. What, in principle, is happening lately, this also needs to be admitted frankly,
– said Budanov.
According to him, many people do not feel that this is their war. Budanov called this a very deep problem that money will not solve. Therefore, the head of the GUR advocated correct social dialogue and justification.
