Understanding the Psychiatric Patient Care Law and the Role of the Patient Rights Care Committee

The Psychiatric Patient Care Law specifies the powers of the Patient Rights Care Committee, and stipulates that this committee shall be responsible for caring for the rights stipulated in this law, and to do the following:

– Awareness campaigns about these rights among patients and workers.

– It is also responsible for receiving complaints submitted by patients or their families and providing necessary guidance.

– This committee has the right to receive grievances against admission decisions, compulsory treatment, and treatment orders and submit them to the mental health councils. The committee must submit a periodic report to the relevant council, all in the manner specified in the executive regulations of this law.

Article (38) of the Psychiatric Patient Care Law stipulates that a committee shall be formed in every mental health facility to care for patients’ rights by decision of the facility director, as follows:

1 – One of the facility’s responsible psychiatrists (chairman).

2 – One of the patients’ families or a member of civil society organizations concerned with patients’ rights.

3 – One of the facility’s social workers, if available.

4 – A representative of the Regional Council for Mental Health.

5 – A representative of the nursing staff.

The Psychiatric Patient Care Law includes penalties against the psychotherapist if he diagnoses or treats illnesses or initiates any organic treatment, which only doctors may practice, or examines the patient’s body or writes any medical or medication prescriptions for him.
