Parliamentary Protest in Bulgaria: Chaos in National Assembly as Parties Block Tribune

  • Failure of today’s session of the National Assembly after the BSP, “Vazrazhdane” and ITN blocked the parliamentary tribune in protest against the dismantling of the Monument to the Soviet Army. The people’s representatives had to vote on the second reading of the budgets of the health fund and the state social insurance.
  • “Vazrazhdane” threatened to continue the boycott of the meetings
  • GERB-SDS, PP-DB and DPS submitted a proposal to convene extraordinary meetings on Monday and Tuesday

Deputies from “Vazrazhdane”, “BSP for Bulgaria” and “There is such a people” this morning blocked the parliamentary rostrum and declared that they will not allow the parliament to work. The main argument of the left and “Vazrazhdane” is that the Constitutional majority of GERB-SDS, PP-DB and DPS have allowed lawlessness in the center of Sofia by removing the Monument to the Soviet Army. ITN pointed out as an argument for their protest that the changes in the Constitution are illegal.

“For this reason, we from “Vazrazhdane” call on every single representative of free citizens to come out now with us, here in front of the tribune, to show clearly and categorically that we will never allow lawlessness and totalitarianism to rule our country ever again . The constitutional majority, which violates the Constitution and the laws of the country, and violates the order of the country, cannot be tolerated. We will not tolerate it. Every democratically minded person in this hall should come here and say – “no” to lawlessness, ” yes” to freedom and democracy”, said the chairman of “Vazrazhdane” Kostadin Kostadinov.

After this appeal, deputies from the three opposition parties en masse blocked the plenary rostrum.

“What is this now? Some kind of happening, a performance or a choir that is preparing to perform something,” asked Rosen Zhelyazkov, chairman of the National Assembly.

“We will not allow this lawlessness to continue in this way. Either there will be an agreement to respect the laws in this hall or the protest will be here. Here, in front, are representatives of 1 million Bulgarian citizens. The National Assembly will not work until this issue will not be resolved”, Kostadinov is categorical.

“ITN are here because you blatantly trampled on the Constitution. You are doing vile and harmful things with the Constitution and against the wishes of the Bulgarians. You cannot be so brutal and, thinking you have a majority, do whatever you want. You cannot go against everyone and you must know your place”, emphasized Toshko Yordanov – chairman of the PG of ITN.

“From the BSP, we have submitted a request for a hearing of the regional minister and the minister of culture. Mr. President, recognize this proposal of ours, so that it becomes clear who gave permission for this brutal act”, announced Borislav Gutsanov – “BSP for Bulgaria”.

The Speaker of the National Assembly, Rosen Zhelyazkov, adjourned the session and convened a presiding council. BSP leader Kornelia Ninova stated that they are demanding to receive documents from all institutions that are related to the case with the Monument to the Soviet Army.

“At the presiding council, we decided to interrupt the meeting for an hour, to request from all the institutions that are related to the case with the Monument to the Soviet Army, all the documents – permits, estimates, orders for the demolition and relocation”, announced the chairman of the PG of the “BSP” for Bulgaria” Kornelia Ninova in front of journalists on the sidelines of the parliament.

After that, MPs again stood in front of the parliamentary tribune.

The Speaker of the National Assembly, Rosen Zhelyazkov, announced that after discussions in the Speaker’s Council, it turned out that normal work and order could not be restored in the hall, and closed the meeting.

The next meeting is scheduled for tomorrow at 9 o’clock.

PP-DB commented that the National Assembly is not a tribunal and because of the division of powers in this case they are not in a position to stop the dismantling. They defined the behavior of blocking work as irresponsible.

“What is happening is that they see that they cannot make any big public reaction – these two parties, and they are doing PR on the backs of people’s money at the moment with the budget. We have nothing to do – we stand here. When they decide to come back and do their job, otherwise the entire Bulgarian people should know that some people are trying to use the National Assembly as a pledge for some of their political views,” said Kiril Petkov, co-chairman of PP-DB.

PP-DB assured that the budgets will be adopted on time.

“We will work tomorrow, on Saturday, on Sunday. When we have to, we will work, we will pass the laws and the monument will be dismantled,” said Atanas Atanasov – co-chairman of PP-DB.

Vazrazhdane stated that they will not back down.

“Today they are doing this with the monument, tomorrow they can come to your yard, to your house. These people, for them the laws in Bulgaria mean nothing! What’s more – they said that we can be kicked out even from the hall and I them I asked how exactly this thing will happen. Let’s see who will come to kick us out, who – the quaestors or the others who are in the National Assembly? We are waiting for them. What we did today will continue to happen every day,” threatened Kostadin Kostadinov, leader of “Vazrazhdane”.

And from Brussels, the Prime Minister criticized the MPs.

“Parliament must work because it has extremely important issues to decide. This is not the way to protest against a completely legal action, but to stake the budget on which salaries, investments and everything depend against this monument is not humane.” , he pointed out.

GERB-SDS and DPS refused to comment on the blocking of the National Assembly by the opposition. The big question is whether there will be a meeting tomorrow.
