Public employment must be done fairly, to the point where it is necessary.

Şahali expressed his regrets, saying that they participated in the pharmacists’ protest in front of the Parliament, and that the Parliament session was started without them.

Noting that the budget was passed by the committee as a result of intense work, Şahali stated that not only the budgets of ministries but also the budgets of institutions with special budgets will be discussed.

Explaining that this is extremely important in terms of sustainability, transparency, auditability and accountability, Şahali also pointed out the budget deficit in his speech.

On the other hand, Şahali said that this is a registered budget deficit and noted that the budget is currently in surplus, but on the other hand, this is not the result of a sustainable public finance balance.

Erkut Şahali stated that employment to the public should be done fairly, at the points where it is necessary, and stated that during the committee stage, the questions they asked about important missing staff, such as inspector staff, were answered that the necessary employment would be made. Şahali stated that if the said critical staff are to be employed, the Public Service Commission will experience one of its busiest years.

Noting that revenue-increasing projections should find their counterpart in the budget, Şahali asked whether public reform was on the government agenda to increase the effectiveness and efficiency of public services.

Explaining that it was stated in the budget that it was possible to create a country that stands on its own feet, but there were no items in the budget to meet this, Şahali pointed to the revenues budget.

Stating that the resources of the Republic of Turkey have no share in the salary of anyone who receives a salary from the public, Şahali stated that on the other hand, there is a belief on the street that “If it were not for Turkey, salaries would not be paid.”

Şahali also emphasized that if the Parliamentary work starts at the specified hours, the work can be completed at a reasonable time.
