Case Number 114-PKE-DKPP/IX/2023 was filed by Suryono Pane and case Number 121-PKE-DKPP/IX/2023 was reported by Herminiastuti Lestari.
In these two cases, each complainant complained about the Chairman of the Indonesian Bawaslu Rahmat Bagja, and the Indonesian Bawaslu members Lolly Suhenty, Puadi, Herwyn Malonda, Totok Hariyono.
Suryono Pane and Herminiastuti Lestari argued that the Defendants were unprofessional, because they had changed the Regency/City Bawaslu selection schedule for the 2023-2028 period. This also resulted in vacancies in Regency/City Bawaslu and resulted in zero supervision of the implementation of the 2024 Election stages.
Bagja was declared proven to have violated Article 6 paragraph (3) letter f, Article 11 letter c, and Article 15 letter f and Article 17 letter a of DKPP Regulation Number 2 of 2017 concerning the Code of Ethics and Code of Conduct for Election Organizers. Bagja was also proven to have changed the district/city Bawaslu selection schedule four times.
The first change was on June 8 2023. This change changed the district Bawaslu selection schedule by extending the registration period from 13-15 June 2023 to 13-21 June 2023.
The second change regulates changes to the announcement schedule for passing the written test and psychological test, which was originally 10-11 July 2023, changed to 10-13 July 2023. And the implementation of the medical test, which was originally 12-14 July 2023, became 14-18 July 2023.
The third change, changing the schedule for the announcement of elected member candidates and the inauguration of Bawaslu members, which was originally 12 August 2023, was changed to 14 August 2023. The inauguration from previously 14-16 August was changed to 16-20 August 2023.
The fourth change, changes the schedule for elected members and the inauguration of district Bawaslu members to 16-20 August 2023.
