A territorial loyalty bonus
However, the study shows that the share of disadvantaged establishments placed as first choice by teachers applying for a new position increased from 3.7% to 9.3% in two years. Unsurprisingly, those most sensitive to this boost are young teachers. And for good reason, those under 30 earn on average 24,500 euros per year, the compensation therefore representing 19% of their remuneration.
The bonus also encourages teachers already working in difficult establishments to stay in place. This is good news since the chronic instability of the workforce is one of the obstacles to their proper functioning.
The only downside is that experts believe that “the amount of the current compensation does not seem sufficient to attract more experienced teachers” working in more advantaged establishments, in particular to compensate for travel times home.

INSEE therefore reinforces the government’s strategy. Since 2021, the compensation for teachers working in establishments in the most disadvantaged neighborhoods has increased further to reach 5,114 euros, to which must be added a variable portion ranging from 234 to 702 euros.
In Seine-Saint-Denis, teachers can also benefit from a territorial loyalty bonus granted to civil servants remaining in office for five years. It has just been increased from 10,000 to 12,000 euros, with a first payment of 20% upon taking up the position. A profitable investment in the short and long term.
