I don’t know that yet, here in the Netherlands my experience is that if one has the time and the possibilities through the collective labor agreement/employee council, staff are allowed to reapply for their own position. If you are smarter, you set the bar high enough to ensure that you are left with the best staff. In the US this seems much easier to me because in many states you are not so limited by such employee protection rules. Large companies also like to retain good employees and prefer to let fewer employees go. Of course it is not always that simple, company politics, lack of knowledge among decision makers, etc.
