A report of Court of Accounts points out that town councils like that of Speaksalong with other Andalusians such as Algeciras, Jerez de la Frontera or Jaén, have not managed to reverse their financial risk situation in the years 2020 and 2021 despite the different financial support measures granted by the State, which consist mainly of loans to through a background.
This is reflected in this report that the Court of Auditors has carried out to supervise the financial situation of certain city councils of municipalities with more than 100,000 inhabitants with a high level of debt in the years 2020 and 2021.
The aid that these town councils have received comes mainly from loans charged to the Planning Fund (92 million in the case of Parla; in order to join these funds these four town councils had to develop adjustment plans.
In this way, the financial debt per inhabitant in Parla is the lowest of the cities mentioned, with 2,652 euros. For comparison, in Algeciras it is 1,775 euros per inhabitant and in Jaen it is 4,427 euros per neighbor.
Regarding total debt, the Parla city council registered 613 million euros respectively.
Another of the negative aspects of the accounts of these four councils has to do with the commercial debt, since in all of them the Average Monthly Payment Period to Suppliers exceeded the maximum legal limit of 30 days during 2020 and 2021, although in the case of Algeciras was significantly lower than in the rest.
Regarding the adjustment plans, the Court of Auditors assures that the only measure contained in the Parleño plan consisted of an urban development, which was expected to provide a total saving of 21.7 million euros, but at the end of the audited period, it did not had generated any savings.
The audit report approved by the Court of Auditors confirms that “despite the situation of widespread non-compliance, the Ministry of Finance and Public Function has not adopted any of the measures to redirect the situation.”
At this point, they believe that the Ministry’s requirements for the adoption of corrective measures to the four entities were not met.
