JAKARTA, KOMPAS.com – Legal Deputy for the National Winning Team (TPN) Ganjar Pranowo-Mahfud MD, Todung Mulya Lubis said that the elimination of the debate for vice presidential candidates (cawapres) was a trick by the General Election Commission (KPU).
According to Todung, the KPU should carry out statutory orders regarding the implementation of a debate featuring specifically the vice presidential candidates in the 2024 Presidential Election (Pilpres).
“In my opinion, this is a trick that we should not accept. We must consistently implement what is written in the law, unless the law is changed. If it is changed, the method must also be to ask the DPR and the government to make the change,” said Todung at the conference. virtual press, Saturday (12/2/2023).
For your information, the presidential and vice presidential candidate debates are regulated in Article 277 of Law (UU) Number 7 of 2017 concerning Elections.

This article states that the presidential and vice presidential debates were held five times. The portion is three times for the presidential candidate and two times for the vice presidential candidate.
The presidential and vice presidential candidate debates are also regulated in KPU Decree Number 1621 of 2023 concerning Technical Guidelines for Implementing General Election Campaigns (Pemilu).
Referring to the existence of this regulation, Todung emphasized that KPU Chairman Hasyim Asyari and the KPU as an institution do not have the right to change the format of the presidential and vice presidential debates because it is already regulated in the law.
“It has been regulated in KPU regulations. So if the KPU says that there will be five debates, and the presidential and vice presidential candidates will attend each debate, the only difference is the format of the speech, the portion of the speech,” stressed Todung.
Todung stated that providing a debate portion for the vice presidential candidate was important. Because the vice presidential candidate also needs to prove to the public his vision, commitment, ability and readiness to run in the 2024 presidential election.
“The public is not stupid that the vice presidential candidate is not just a spare tire, the vice presidential candidate has a very strategic, important role,” he said.
It is known that in the 2024 presidential election, the KPU will not hold a debate specifically for only presidential and vice presidential candidates.
The KPU has indeed stipulated that the five debates held will be divided into three presidential candidate debates and two vice presidential candidate debates.
However, in these five debates, the presidential candidates and vice presidential candidates will both take the stage.
The only difference is in the proportion of speaking for each presidential and vice presidential candidate, depending on the debate agenda that day, whether it is a presidential debate or a vice presidential debate.
Hasyim Asy’ari explained that this provision was implemented so that voters could see the extent to which each presidential and vice presidential candidate worked hand in hand with each other in the debate performance.
“So, then the public will be more confident in the teamwork (cooperation) between the presidential and vice presidential candidates in their appearance at the debate,” said Hasyim to journalists, Thursday (30/11/2023).
