Half of the households make savings by heating only the rooms most necessary for their daily life. Almost half of the households report deterioration in the condition of the residential buildings in which they live, according to the “EnEfect” survey. 48% of households have difficulty paying their bills with their current income, and 27% of all households have limited their spending on basic needs in order to pay their bills on time, Stankov pointed out.
The data on energy poverty in our country are startling. In Bulgaria, 1.5 million people are poor, but more than 2.8 million people are energy poor, another 288,888 are the vulnerable who may fall into energy poverty. We have had a definition of energy poverty for several weeks now, and it remains to be seen how it will be implemented and which institution will manage the process.
A household in a situation of energy poverty is a household that, at current electricity prices, has a disposable income below the official poverty line, after it has been reduced by its cost for the typical energy consumption determined in relation to the energy characteristics of the dwelling.

Experts are adamant that the solution to feeling more comfortable in your own home is energy efficiency. Renovating our home is often a challenge especially when we live in a large block of flats with many owners. Therefore, logically, 25% of people indicate the need for the consent of all owners as the main obstacle to applying for the rehabilitation programs. But individual measures are taken by everyone, and at the moment a large number of people have paid for the insulation of their home, but these are piecemeal measures that do not solve the problem of the lack of adequate heating in multi-family residential buildings, which is a massive problem.

The experts have done with the analysis of a panel block 8 floors, 3 entrances, 64 apartments. and living space ≈ 5000 m2, with central heating only for heating. They are doing a study of what the household costs are in a building that has been rehabilitated and a building that has not.
In an unrenovated building, about 74% of the energy goes to heating, in the renovated building, only 44% of the energy goes to heating. The rest of the energy goes to hot water, to appliances affecting the heat balance, etc.

If you heat with electricity, BGN 2,000 per season will be your expense if you live in an unsanitized home, and BGN 710 if your home is renovated. If you are on TPP, your bill for a season will not fall below BGN 1,300 for an unrenovated apartment, if it is renovated you will pay nearly 3 times less or BGN 463, according to the research data. When heating wood, pellets, natural gas, the ratio is similar.

Heating will cost us even more if we see the exchange prices of energy. However, residential consumers are also expected to enter the free market within two years, which will increase prices. In an unsanitized apartment, which is heated with electricity, the price definitely rises above BGN 3,500, in a renovated apartment, the price is around BGN 1,200, the data show. When heating with thermal power plants, it can be seen that the price in a renovated home is almost three times lower.
Thus, the real costs for heating only for the season in an unrenovated building are BGN 1,300, compared to about BGN 450 for a renovated building. The monthly heating costs are over BGN 107 for an unrenovated building or about BGN 37 for a renovated building.
If we talk about the total energy costs per apartment, they are about BGN 2,100 for an unrenovated apartment and BGN 1,200 for a renovated apartment for the whole season, or BGN 175 per month for an unrenovated apartment versus BGN 98 for a renovated apartment.

The study points to several other important conclusions regarding energy poverty. With one renovated home, a whole group of households comes out of energy poverty. At the stock market price of energy, if the home is rehabilitated from energy poverty, two vulnerable groups may emerge. According to national statistics, according to income, people are divided into 10 groups (decile groups).
According to the analysis, the final energy consumption is lowest with 10 cm of insulation, increases with 5 cm of insulation and is highest with no insulation.
