Since September 1, 2023, civil servants can benefit from progressive retirement, which already existed for private sector employees. This is the possibility of receiving part of your retirement pension by continuing to work part-time. Concretely, for example, I can work 50% and receive 50% of my future retirement pension. During progressive retirement, I continue to validate quarters for the calculation of my pension in proportion to my portion of working time. It’s interesting on paper but there are still two problems: part-time work remains subject to authorization and the budgetary envelope to finance progressive retirements is not extendable…

What conditions?

To apply for progressive retirement, several conditions must be met:

  • have validated at least 150 quarters (all regimes combined);
  • be at the latest two years from the age of eligibility (i.e. between 62 and 64 years depending on their year of birth, with exceptions);
  • be part-time (⚠ therapeutic part-time does not entitle you to progressive retirement).
How to do ?

The request is made on Ensap and is transmitted to the State Pensions Service (SRE). This request must be made at least 6 months before the desired effective date. It is possible to make your request from 12 months before the eligibility age.
Once the request has been registered, the SRE will verify with the ministry that you are indeed part-time. In the event of a return to full-time, the progressive retirement system ends but it is possible to change your part-time quota during your progressive retirement (up to two changes per year). It is not possible to work overtime or have multiple jobs during progressive retirement.

What are the obstacles ?

The first obstacle is that you have to be part-time to be able to apply. However, in many academies, part-time work with authorization is systematically refused due to pressure on positions.
The ministry proposes that the academies examine as a priority the files of agents who have not reached the age of eligibility for rights, then the files of civil servants who have exceeded the age of eligibility but have not reached their duration of employment. insurance. Refusals must be justified and preceded by an interview.
The second obstacle is the limited envelope: for the state civil service, the financing of 15,600 progressive retirement transitions is financed by 2025. At best, this could therefore benefit 8,000 civil servants from the Ministry of National Education.

• Maintenance of preferential benefits for women as long as equality of wages and childcare is not achieved, towards increasing pensions by the level of observed wage inequalities
