The Policy Directorate for Public Spaces and Major Projects attached to the General Directorate for Technical Services of Toulouse Métropole is responsible for managing road and cleanliness policies as well as managing major development projects and infrastructure operations.
The Public Spaces and Major Projects Policy Department is made up of 65 agents spread across three departments: the Major Projects Department, the Public Spaces Strategy Department and the Urban Cleanliness Strategy Department.

Under the authority of the General Director of Technical Services,

– You manage the Management operationally by leading the management team,
– You define, propose and discuss with the DGST and the elected representatives, then implement the strategic orientations in terms of public spaces: maintenance policy for spaces and heritage, cleanliness policy, development of nature in the city, place of new mobility, adaptation to climate change,
– You organize the animation of the network of “public space projects” and “cleanliness” referents in the 5 territories,
– You supervise and organize the teams to ensure the completion of major projects and activities carried out by management, in particular several major infrastructure and public spaces projects are carried out,
– You organize the management and distribution with and for the territories of maintenance and investment budgets dedicated to public spaces and infrastructure,
– You develop relationships and collaborations with other departments, territories and mobility, plant heritage, shared networks, water, environment and other partners departments,
– You organize and coordinate management’s contribution to the preparation, monitoring and implementation of framework documents such as the climate plan, the PLUiH, for infrastructure,
– You supervise management’s human resources management and relations with union organizations,
– You define and manage budgetary and human resources to achieve the assigned objectives; To do this, you organize exchanges and contributions from the departments, to provide an overall vision of public spaces (mobility department, environment and energy department, plant heritage department, etc.),
– You assist and advise General Management and Elected Officials in the management’s areas of expertise.
