Determined 21 out of 24 participants final round:

• Germany (host), Belgium, France, Portugal, Spain, Scotland, Turkey, Austria, England, Hungary, Slovakia, Albania, Denmark, Netherlands, Romania, Switzerland, Serbia, Czech Republic, Italy, Slovenia, Croatia.

Three more teams will be determined in playoff qualification in March 2024, in which 12 teams will take part, including the Ukrainian national team. The opponent of the blue-yellows will be determined by drawing lots on November 23 at 13:00 Kyiv time.

Possible options for the team Ukraine in the semi-finals: Israel, Bosnia or Wales.
