Ministry of Housing: lawyer, designated as Boluarte’s favorite, holds office without having experience in the construction field

Iván Pereyra, the lawyer identified as the favorite of President Dina Boluarte and former nemesis of former Minister Rosa Gutiérrez, continues to be lucky and, once again, has been appointed to a sensitive and key position for the Housing and Construction portfolio, which has ignited all alerts inside and outside the entity.

For this reason, the legal regulation dated October 11 of this year, where lawyer Iván Pereyra Villanueva was once again appointed general manager, should not go unnoticed. without any experience in the construction industrywith only a bachelor’s degree and a registered law degree from Sunedu who, in the last two years (Castillo-Boluarte management), has been placed in six key positions for the State.

At that time there was talk of taking EsSalud as a loot and, now, there is talk of Sencico. Three months have passed and the controversial lawyer is again named general manager, this time National Training Service for the Construction Industry (Sencico), and will have in his hands the administration of more than 150 million soles of all Peruvians.

With the security of those who know they are protected, the recently appointed general manager of Sencico asked to be present at the interview we requested with the president of the institution and, later, agreed to a particular interview.

In reality, the first time that lawyer Pereyra visited President Boluarte’s office was on August 5, 2021, as recorded in the Transparency registry. In a personal or private capacity, they would have met for almost 4 hours. The next visit, in March 2022, also draws attention because, after this, he was appointed deputy director at Reniec.

It is important to discover the relationship behind the appointment of the position, especially due to previous complaints in that same position.

A report submitted to the Office of Internal Control (OCI), number 906-2023 -07.04, denies this. The former head of the Human Resources Department, Nicanor Seminario Bohórquez, integrity officer of the institution, evaluated nine profiles recommended by Pereyra that, according to his report, did not meet the entity’s requirements.

Seminario Bohórquez has been head of the Human Resources department in two different periods at Sencico and knows the institution. He was there from 2014 to 2017 and then from April 2022 to October 2023.

Currently, according to a quick annual sum, more than 30 million soles are being paid only in service orders from the institution. This budget, which should be directed to research and training in the construction industry, would be misappropriated.
