Representative Ahmed Abdel Salam Qura, a member of the House of Representatives and a member of the parliamentary body of the Protectors of the Homeland Party, directed sharp criticism at the Ministry of Endowments and its treatment of double standards, its strictness with simple citizens in a way that does not take into account the social dimension, and its attempt to expel them from their homes and land where they have settled for 15 years on an area of 9 acres.
This came during the discussion of the Religious Affairs and Endowments Committee, headed by Dr. Osama Al-Abd, the briefing request submitted by Representative Mujahid Nassar, regarding the crisis of real estate owners located in the estate of Anwar Shaaban in the Copper Basin No. (18), the Al-Sada Al-Bakria Endowment in the Bahtim area, Shubra Al-Kheima, the second Qalyubia Governorate, with the Egyptian Endowments Authority regarding Position for sale of this land.
He declared his solidarity with Representative Mujahid Nassar, expressing his deep regret over the Ministry of Endowments’ leniency with the Saudi Ajyad Company in Alexandria and handing it over 200 acres worth up to 100 billion pounds without issuing a final court ruling in favor of the company. The Ministry of Endowments also did not notify the Council of Ministers of handing over the land, wondering why the Endowments deal in such a manner. Double standards?
He pointed out that after the Saudi company acquired the 200 acres of land, a ruling was issued in favor of the Endowments that it owned the land after it was too late, and he asked: How do the Endowments recover the 200 acres or their financial value, which is estimated at 100 billion pounds?
He warned of the provocative actions taken by the Ministry of Endowments against Egyptian families whose residency has been stable for 15 years.
“Qura” directed his speech to the leaders of the Ministry of Endowments, saying: Please do not deal with these simple citizens in a way of intimidation, extremism, and stubbornness, and put them inside the trap, while we did not find this method with the Saudi company Ajyad, calling for urgent solutions to be found and the distances to be bridged, and we want our goal to be one, taking into account the distance. The committee decided to hold another session to develop a draft agreement on the value of the profits and benefits required from the residents of these homes between the leaders of the Endowments Authority, the submitter of the briefing request, Mujahid Nassar, Representative Ahmed Qura, and Representative Dr. Osama Al-Abd, and this agreement was presented to the committee in an upcoming meeting.
Representative Mujahid Nassar had indicated in the briefing request that on 12/23/2003, the Egyptian Endowments Authority, in its capacity as a seller, contracted with the so-called Essam Abdullah Al-Sayed Ghaly and others, and in their capacity as buyers, to sell and deliver a plot of empty land with an area of 9 acres, 22 carats, and two shares. Following this contract, the buyers The exchangers hereby divided it into more than 17 streets and sold it to the people in its entirety, divided into more than 700 families who built many buildings and properties on it, interspersed with some empty spaces. They were also sold to citizens who all paid their full price to the exchanger. All public utilities for these properties were connected to the knowledge of state agencies, such as electricity, drinking water, and sewage. Sanitation, natural gas, and telephones. Some of the violating citizens submitted requests for reconciliation of the buildings in accordance with the Law of Reconciliation of Building Violations and Legalization of Their Conditions No. 17 of 2019, and the citizens resided with their families in those houses, so that the entire area turned into a residential block that had been occupied for more than 15 years, without any dispute from any party. Especially the Egyptian Endowments Authority, the selling party.
Representative Mujahid Nassar said: On 1/3/2022, the owners of those properties and the buyers of the plots of land from the buyer, Essam Abdullah Ghali, were surprised by a police force and the Civil Judgments Implementation Department at the Shubra El Kheima Court of First Instance, implementing a judicial ruling issued in favor of the Egyptian Endowments Authority in Call No. 319 of 2005, completely civil. Al-Qalyubia and Appeal No. 644 of the year 5 Judicial Appeal of Aali Shubra Al-Kheima, and the ruling was decided at the 3/6/2019 session to annul the sale contract dated 12/23/2003 and signed between the Egyptian Endowments and the buyer Essam Abdullah Al-Sayed Ghaly and others, obliging him to pay the expenses of the case and hand over the land.
“Nassar” said: Since it was established that the Authority had responded to the attempts of the substitute to pay the arrears and reschedule them, the Authority agreed on 8/12/2008 to pay the late amount in installments, and the Authority actually accepted the payment according to the bank check on 6/9/2009. After the date of issuance of a dismissal ruling, a new contract was drawn up dated September 29, 2008. Since that was the case, the replacements submitted a request for reconciliation, registered under No. 45 of 2008, and presented to the Authority’s Reconciliation Committee on August 5, 2018. The committee ended up accepting the submitted reconciliation request. From the applicants, provided that they pay an amount of 30 million pounds for the reconciliation and pay an amount of 5 million pounds, which is distributed among the remaining installments at the rate of one million pounds for each installment, and in compliance with the terms of the reconciliation, the substitutes have paid the amount and reconciliation fees, which amounted to three million pounds, according to acceptable bank checks, except that The Authority withheld the contract and refused to hand over the substitute, and the remainder of the substitutes was approximately seven million Egyptian pounds, only in accordance with the latest instructions and regulations, and the collection of delay benefits, and since what is legally established is what the Authority concluded, and the cancellation shall not take place except with the agreement of the will of the contracting parties to be released from the mutual obligations stipulated by the contract to be dissolved, and accordingly. The Authority has resorted to reconciliation and implicit waiver of the contract that was required to be annulled, and what is intended is to implement the wisdom and acceptance of the desire of the people residing in these homes and the interspersed vacant lands to pay the entire debt owed on that area, which is equivalent to seven million Egyptian pounds, only in accordance with the latest instructions and regulations, and to collect the benefits of delay for the Authority to recover the state’s right and achieve the stability of these citizens. And their families.
