Super bonuses and construction bonuses: over 135 billion euros of credits still to be compensated

Updated data on the superbonus and construction bonuses were provided by the MEF to the Finance Committee of the Chamber: from 2020 to 14 November the value of the invoice discount and credit transfer amounts to 160.7 billion euros. Compensations only reach 25.5 billion euros

The value of the assignments of credits and of discounts on the invoice of the superbonus and building bonusesupdated on November 14, 2023, stands at 160.7 billion euros.

The data was provided during theimmediate response question at the Finance Commission of the Chamber of 15 November 2023.

Overall, the value of the offset credits stands at 25.5 billion euros18 of which are related to the superbonus.

They are missing approximately 135 billion euros, whose fate is suspended in the tax coffers of taxpayers and businesses. It is not possible to estimate the share of problem loans.

The amount of the amounts relating to the credit assignment and to discount on invoice which have as their object the interventions of the superbonus and the building bonuses have reached the 160.7 billion euros.

The data is reported in attached table in response to the question posed in Finance Commission in yesterday’s question time, 15 November 2023.

The answer was given by the Undersecretary for Economy and Finance, Lucia Albano.

Considering the period starting from 2020, the value of the operations relating to the superbonus approached 106 billion euros, while those relating to the other building bonuses (renovation bonus, facade bonus, ecobonus and earthquake bonus) stood at 54.7 billion EUR.

The data can be compared with that relating to compensations with F24 model.

Overall i offset credits amount to 25.5 billion euros. Of these, almost 19 billion concern the 2023 installments. Over 18 billion euros relate to superbonus interventions while 7 billion euros concern other construction subsidies.

Subtracting the amount of compensation, approximately 135 billion euros are missingan amount that also includes so-called problem loans.

How much are the problem loans? While it is possible to estimate the amount of sums still present in the tax coffers of taxpayers and businesses, it is not yet possible to clarify the value of the sums that cannot be compensated.

This was underlined by Undersecretary Albano herself, who during her response to the Finance Committee of the Chamber clarified the following:

“Finally, it should be noted that it is also not possible to determine «the share of credits still classified as problem loans» (question 5) as the Revenue Agency is not aware of the reasons why a certain credit is not transferred to third parties; in other words, it is not known whether the subject holds the credit by conscious choice, or because he cannot use it in compensation via the F24 form or cannot find other subjects available to purchase it.”

In essence, of the 135 billion euros still not compensated it is not yet possible to establish the quote:

  • of credits that have yet to be offset with the F24 form;
  • of credits not yet transferred to assignees with sufficient fiscal capacity to offset the sums.

In addition to this data, the estimate of fiscal capacity of the subjects who hold the credits, divided by category (construction sector, banking, insurance, other sectors).

In this regard, the Undersecretary clarified the following:

“The Agency reports that it is not possible to determine with sufficient reliability the ability of a certain individual to absorb the construction bonuses as compensation for the purposes of paying their tax and social security debts, as this depends on particular subjective characteristics and individual propensities that do not are known.”

Finally, in the first months of 2024, i data relating to deductions of the years 2022, as the data is not yet complete.
