Government Debt to Entrepreneurs: The Ongoing Polemic over One-Price Cooking Oil Program in Jakarta

The polemic regarding government debt to entrepreneurs regarding the one price cooking oil (rafaksi) cooking oil program in 2022 is still ongoing. Until now, the debt of IDR 344 billion has not been paid.

Chairman of the Indonesian Retail Entrepreneurs Association (Aprindo) Roy N Mande said that until now his party had not seen any good intentions from the government to resolve the debt and receivables case.

“Until today, November 15, Aprindo has not received any concrete and real steps from the government regarding its intention to complete the rafaction. In fact, we see that this intention may have been dashed to complete the rafaction,” said Roy, in a press conference at Epicentrum Walk, South Jakarta, Wednesday (15/11/2023).

Roy said that his party would immediately take legal steps. This step will be carried out in collaboration with the producers who recently expressed their support.

“Not even 1 month ago, it was still warm in October, we have received support from producers because producers have the same problem. They sell low price cooking oil to retailers and traditional markets, general markets,” said Roy.

“What is the figure? Don’t let me state, ask the producers. Because there is a figure that is bigger than the figure that Aprindo states from 31 retail companies that have not been paid rafactions. How many producers, maybe someone has already written, around 4-5 producers,” he continued .

In line with this, currently legal representatives from both parties are carrying out internal discussions. He stated that his party was ready to immediately take legal steps. Roy guaranteed that this step would be taken this year.

“Do we report it to Bareskrim, that is to say, Headquarters. Do we give a summons, this is being discussed between the attorneys,” he added.

On the other hand, according to him, the Ministry of Trade has no intention of resolving this problem. The reason is, a number of parties ranging from legal opinion information from the Prosecutor’s Office, KPBU, Commission VI DPR RI, to the Coordinating Ministry for Political, Legal and Security Affairs have also stated that the debt must be paid.

“But to this day, we see that the seriousness and intention for the Coordination Meeting between the Coordinating Ministry for the Economy and the Ministry of Trade is not taking place because it is busy. Yes, everyone knows it is busy. Why not from yesterday before it was busy? Then there was a change within the Coordinating Ministry for the Economy, which “He was previously in charge, now he has been replaced. Then there were trips to accompany the Minister, that’s what the Director General said. And various other things. Now the question is, whether you intend to or not?” he said.

“To this day, we don’t know the answer. That’s why I said, is there any intention to complete it? What steps will be taken, because it’s already been two years, we only have one month to go until we’re two years old, the rafaction, and this is our right as business actors, we already have fulfill our obligations as entrepreneurs, in one night,” he continued.
