[디지털데일리 이나연 기자] Kakao Mobility, the operator of ‘Kakao T’, is forming the ‘Taxi Industry Development Council (tentative name)’ to resolve industry concerns and complaints surrounding platform services. This council will draw up improvement plans for fair dispatch, fee system, franchise operation structure, and working environment by the end of the year.
On the 13th, Kakao Mobility and four taxi organizations (National Taxi Workers’ Union Federation, National Democratic Taxi Workers’ Union Federation, National Private Taxi Transport Business Association Federation, National Taxi Transport Business Association Federation) held an event held this afternoon at the National Taxi Federation Hall in Yeoksam-dong, Gangnam-gu, Seoul. At a closed meeting, it was decided to create a council in which Kakao Mobility, four taxi groups, and experts will participate by the 31st of next month.
The meeting, which started around 2 p.m., ended after about three hours of intense discussion. On this day, company executives, including Kakao Mobility CEO Ryu Geung-seon, reportedly listened to the taxi group’s demands rather than presenting specific opinions and positions.
Issues to be discussed by the council in the future include ▲fair distribution ▲fee system and level ▲change in franchise operation structure ▲improvement of working environment. First, the call and dispatch service, which has been criticized by the existing taxi industry for ‘calling (passengers)’ by affiliated taxis, seeks other standards such as estimated arrival time and distance from passengers to ensure fair dispatch, rather than basing the dispatch criteria on the acceptance rate. do.
The commission system for Kakao Mobility affiliated taxis is also expected to be reformed to lower its level. However, no specific figures were discussed at the meeting that day. According to the mobility industry, the commission paid by taxi drivers to Kakao Mobility is around 3-5% of total sales, but affiliated taxi drivers have been demanding a reduction in Kakao’s actual commission, saying it is more expensive than its competitor Ooty (2.5%).
Lee Yang-deok, executive director of the Corporate Taxi Association, said, “There were various voices, such as lowering the fee by 1% or considering card fees,” but added, “We have not set an exact number yet, and we will find an appropriate level by considering Kakao’s management environment as well.” “He said.
The franchise operation structure will be changed to reflect the opinions and policies of the taxi industry in the franchise business. Currently, Kakao Mobility’s franchise taxi business largely consists of a ‘franchise contract’ in which taxi drivers pay 20% of the fare to Kakao Mobility as a commission and an ‘affiliate contract’ in which the company returns 15-17% of the fare to the taxi driver and corporate taxi. do.
This dual-structure contract method was pointed out as a problem in last year’s government audit, and this year, the Financial Supervisory Service considered it to be accounting fraud and is supervising Kakao Mobility. On this day, Kakao Mobility also reportedly expressed its intention to simplify the dual contract structure.
In addition, the council is also looking into working conditions to improve the problem of corporate taxi drivers being excluded from the benefits provided by Kakao Mobility.
For example, corporate taxi drivers are not direct franchisees, but they pay actual fees such as ‘Pro Membership’ to use Kakao T. For this reason, the Taxi 4 organization explains that there are aspects of being excluded from some service benefits. The council will comprehensively deal with these issues, including the win-win fund.
Kakao Mobility and the 4 taxi organizations are expected to hold a practical meeting to form a council in two weeks.
Meanwhile, in his opening remarks ahead of the meeting, CEO Ryu Geung-seon said, “I will listen to the taxi group’s story with the mindset of reconsidering from the beginning,” and added, “I will do my best to dispel the various concerns (about Kakao T) and make it a beloved service.” “He said.
