Energy income 2024, objective: to support photovoltaic self-consumption

(Rinnovabili.it) – Il national energy income becomes reality. The measure, which supports the domestic photovoltaic for less wealthy families, has recently arrived in the Official Journal with the publication of the decree on the dedicated Fund (DM 8 August 2023). In its eleven articles, the act defines the purpose and scope of application, framing the beneficiaries and implementers, the eligible interventions and the methods for requesting incentives. And thus completes a journey that began over 3 years ago when, in the midst of the pandemic, the Economic Planning Committee had approved an allocation of 200 million euros for its institution. Now, except for some procedures involving ARERA and GSE, the process is almost complete and the resources allocated for the years 2024 and 2025 have a clear and defined regulation.

What is Energy Income?

Energy income is a support tool that allows individuals and families to conditions of economic hardship to equip themselves with residential photovoltaic systems. As? Through a revolving fund that provides benefits in the form of capital contributions.

The measure was conceived way back in 2017 by the 5 Star Movement, to encourage self-consumption and alleviate the conditions of energy poverty. To be precise, the project started from Sardinian municipality of Porto Torres, before becoming a regional tool, and also being replicated in Lazio and Puglia. The idea of ​​transforming it into a national regime arrived in 2020 but the subsequent transfer of responsibilities between the Ministry of Business (formerly Economic Development) and the Ministry of the Environment (formerly Ecology Transition) effectively slowed down the process.

Which ISEE is entitled to the 2024 energy income?

According to what is reported in the Decree, access to incentives is linked to a low ISEE, the Indicator of the equivalent economic situation. To be precise, only:

Individuals and families with a ISEE less than 15,000 euros; Family units with a ISEE less than 30,000 euros but with at least 4 dependent children.

We remind you that to calculate the Index for the purposes of accessing the 2024 energy income (but also other subsidized social benefits) the Single Self-Declaration (DSU) is required to be filled in directly on the INPS website. Each beneficiary can submit a single application for contributions, benefiting only once. And the discounts cannot be combined with others public incentives for residential photovoltaics.

How does the Energy Income 2024-2025 work?

Energy Income allows you to create small domestic solar systems at no cost to families. How? Through capital contributions equal to eligible costs. To access it, the GSE will organize specific others and the winning subjects will be able to stipulate a «energy income contract». The measure is supported by the National Fund with a budget of 200 million euros for the years 2024-2025. To be precise:

80 million euros are reserved for the regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily; 20 million euros to the remaining regions or autonomous provinces.

Revolving in nature, the Fund will fed with the revenue generated by non-self-consumed surpluses. In other words, the electricity produced by the photovoltaic system and not consumed by the beneficiary will directly enter the «dedicated retreat» managed by the GSE.

How to request Energy Income?

To request the income it will be necessary to wait for the GSE to create the digital IT platform for the acquisition of requests for access to benefits. In the meantime, it is useful to understand which costs are eligible or not for the 2024 Energy Income incentives. The MASE decree explains that the contributions will cover the expenses actually incurred for theinstallation of photovoltaic systems created for self-consumption are real estate units registered in group A (excluding A1, A8, A9 and A10).

Provided that the systems:

are carried out on roofs and/or surfaces of buildings, real estate units and/or related appurtenances, or on appurtenant areas and spaces, for which the beneficiary is the holder of a valid real right. comply with the technical requirements defined by the Fund regulation (published by ARERA by early December 2023); have a nominal power between 2 kW and 6 kW. Or in any case not greater than the power available for withdrawal at the connection point.

The eligible costs are recognized directly to the implementing entity by the GSE, within the maximum limits established in the following table:
