Deputies Meet After Local Elections: Resignations and Debates

Deputies meet for the first time after the local elections, after a quorum has been gathered.

At the beginning of the meeting deputies voted to terminate the powers of Evgenia Alexieva from GERB-SDS, Kalin Kalapankov from BSP, Deyan Nikolov from “Vazrazhdane”, Valeri Sirakov from “Vazrazhdane”, Slavena Tocheva from GERB-SDS and Petar Kulenski from PP-DB. All six resignations were accepted.

All of them submitted their resignations, some because they took mayoral or municipal positions after the local elections, and others for unclear reasons.

Aleksieva was elected mayor of the Pancharevo region, Kulensky for mayor of Pazardzhika Kalapankov for mayor on Birch. On the other hand, Nikolov decided to be a municipal councilor in the Stolichna municipality, and Sirakov probably decided to be a municipal councilor in the Vidin municipality. The reason for Tocheva’s resignation remained unclear.

The people’s representatives rejected the draft law to amend and supplement the Social Security Code. Only 60 MPs voted “for” the proposal to tie the allowance for raising a child up to the age of 2 to the amount of the minimum wage.

Before the vote on the bill there was no long debate at first readingand several short speeches by BSP and Vazrazhdane MPs.

Georgi Georgiev from “Vazrazhdane” commented that his parliamentary group supports the proposal because, according to them, families raising children should be supported. According to him, this is a small step, but it is in the right direction and will help to deal with the demographic crisis. He called on all parties to support the proposal.

Ivan Chenchev from BSP criticized PP-DB and pointed out that their pre-election requests do not correspond to what they do in the plenary hall. According to him, when it comes to the Bulgarian citizens, the parties should not be divided, but should support positive measures that are useful for everyone. “I believe you will press the green button,” Chenchev said.

►The people’s representatives did not accept at the first reading the draft law on amendments and additions to the law on direct participation of citizens in state power and local self-government.

Radomir Cholakov from GERB clarified that he does not know how his parliamentary will vote, but expressed his personal opinion. According to him, referendums to a certain extent lead to the collapse of the political system.

Stanislav Balabanov from ITN called on his colleagues to accept the bill. “Let the bill be passed. You have a majority to remove the points you don’t like between the first and second readings,” he urged.

Petar Petrov from “Vazrazhdane” pointed out that his parliamentary group will support the bill. According to him, the proposed bill has good proposals, specifying that the biggest problem in holding a referendum is the lack of an explanatory campaign. He pointed out that this problem must be solved. Petrov commented that Bulgarians abroad are deprived of the right to participate in a referendum and measures must be taken to assimilate them. “It is proper to include the Bulgarian citizens who live abroad”, he believes.

The people’s representatives started the examination and debate on the Project of a decision to cancel the Decision of the 44th National Assembly of June 8, 2018 on the adoption of a project for investment expenditure “Acquisition of basic combat equipment for the construction of battalion combat groups from the composition of a mechanized brigade” and on the adoption of a Project for investment expense “Acquisition of basic combat equipment for the construction of battalion combat groups from the composition of a mechanized brigade.”

According to the submitted by the Council of Ministers An investment expenditure project will require financial resources of the order of 1.376 billion US dollars (2.504 320 billion BGN, calculated at the exchange rate of the US dollar $1=1.82 BGN) excluding VAT. Of these, USD 1.210 billion (BGN 2.202 billion without VAT) for the acquisition of 198 machines. Artillery and small arms with an estimated value of USD 65,000,000 (BGN 118,300,000). Javelin guided anti-tank missiles with an estimated value of USD 101,000,000 (BGN 183,820,000). For the second two projects, the Ministry of Defense is still expected to receive draft contracts in 2024.

It will be installed on all machines and integrated communication and information equipment that meets the requirements of the Ministry of Defense for operational and technical compatibility with the equipment that is currently used in the Ground Forces.

For the overall implementation of the project for the acquisition of combat and auxiliary machines, other additional costs will be required to pay value added tax (VAT), customs duties and transport costs. The amount of funds to pay for these accompanying costs will become known at a later stage, after specifying the quantities and type of acquired means of service and maintenance, spare parts and consumables, as well as the periods for their delivery.

As a result of the contracts concluded in 2019 under the Foreign Military Sales (FMS) Program for the acquisition of F16 Block 70 aircraft and the payments made under them, the Republic of Bulgaria has been granted the option of deferred payment upon the conclusion of new contracts under the FMWS program. According to the draft international agreement BU-B-UCP, the ratification of which will be submitted to the National Assembly after the adoption of the current draft of a decision on the adoption of the Investment Expenditure Project, it is planned that the payment will be made for a period of 5 years until 2027, as the payment scheme is agreed in advance with the Ministry of Finance. For 2023 BGN 479,315,200 is expected to be spent on the project.
