CPB director Pieter Hasekamp: “The early elections put more pressure on the CPB and the political parties on an already intensive process. Despite the short preparation time, parties have succeeded in specifying a wide range of policy measures. Issues such as the future of the benefits system and the theme of social security are reflected in the choices made by all parties, although there are major differences in the chosen approach.”
Choices and trade-offs
The calculation ensures that political parties make their plans concrete and applies everyone to the same yardstick, so that the budgetary and economic consequences of policy choices can be properly compared. In this edition of Choices in Map, the consequences for the extent of poverty in the Netherlands have been calculated for the first time. Policy choices involve trade-offs; For example, additional expenditure can support purchasing power, but also worsen the budget balance. The calculation maps out these considerations.
No voting guide
The CPB calculates the budgetary and economic effects of measures. That is just one aspect of the policy choices before elections. The calculation is therefore not a voting guide. Why have not all election manifestos been calculated?
Participation is on a voluntary basis. The calculation is an intensive process in a short period of time that requires a lot of CPB capacity. To guarantee quality, it is not possible to calculate the programs of all parties participating in the House of Representatives elections – this time there are 26. That is why only the parties that obtained seats in the previous House of Representatives elections have been invited to participate. .
How many parties participated last time?
Ten parties participated in 2020. This year JA21 and Volt are participating for the first time, the other parties also participated in the previous edition. At that time, the PvdA and GroenLinks still participated as two separate parties.
Are there any differences in approach compared to the previous Choices in Map?
The approach is largely the same. The main substantive difference compared to 2021 is that given the shorter preparation and lead time, this edition does not report long-term indicators, such as the burden on future generations. Where relevant, longer-term effects have been qualitatively identified. For the same reason, only measures with a budgetary lower limit of 200 million euros are calculated. In 2021, the lower limit was 100 million euros. An addition compared to the previous edition is the inclusion of the poverty indicator, which the CPB has included as standard in the description of the income effects since summer 2022.
