Asylum seekers will be able to receive the right to social benefits only after three years of receiving reduced benefits, and not after one and a half years, as now. Until then, the federal center will pay a total amount of 7,500 euros per year for each asylum seeker in Germany.
It was also decided to issue refugees a special card to pay for services, which will limit their access to cash. To this end, the working group must develop an appropriate model by the end of January.
As for refugees from Ukraine, after 36 months, if they live in dormitories, they will receive only “those payments that they really need.” The same rule will apply to migrants subject to protection and migrants whose presence Germany is forced to tolerate.
The German government believes that the reduction will allow states and municipalities to save 1 billion euros.
German Finance Minister Christian Lindner expressed satisfaction with the compromise, pointing out that it would not only ease the financial situation of the states and communes, but would also “weaken the attractive force of the German welfare state” for migrants.

Refugees from Ukraine have had a special status in Germany since the beginning of summer 2022. They receive higher benefits and have better job opportunities than asylum seekers from other countries.
As of June 2023, there were approximately 480 thousand Ukrainian recipients of such benefits at working age.
