In Ukraine, a law was passed reducing the age limit for men to register for military service from 27 to 25 years.
On May 30, 2023, the Verkhovna Rada of Ukraine adopted project No. 9281. This law provides for reducing the age limit for men to register for military conscription from 27 to 25 years of age. That is, the age of conscription into the army in Ukraine has dropped to 25 years. However, during martial law and general mobilization in Ukraine, citizens under 25 years of age who have not served in the army and have conscript status can be mobilized only at their request. At the same time, men of this age liable for military service are subject to mobilization in accordance with current legislation.

He emphasized that a conscript and a person liable for military service are different categories.
Conscripts – persons assigned to conscription stations. They are subject to conscription for military service or have not yet completed it. A persons liable for military service – these are persons who are in reserve to staff the Armed Forces of Ukraine and other military formations for a special period, as well as to carry out work to ensure the defense of the state.
“For these two categories there are even different military records. That is, separate records for conscripts and separate ones for those liable for military service. Registration is carried out on the basis of a passport of a citizen of Ukraine and a certificate of registration at the conscription station (for conscripts) or a military ID or temporary certificate of a person liable for military service (for those liable for military service ),” explained Kravets.
Accordingly, if a man under 25 has not served in the army, no one will be able to mobilize him for military service.
