Libreville, October 31, 2023 (AGP) – The president of the Economic, Social and Environmental Council (CESE) of the transition, Dr Séraphin Moundounga, officially took office this Tuesday, during a handover ceremony which brought together , parents, friends and acquaintances, noted the AGP.
He replaces Julien Nkoghe Bekalé in this position, whose functions ended following the dissolution by the Army of all the country’s institutions on August 30, 2023.
Speaking on this occasion, Mr. Moundounga said he was ready to “work to complete the work started by his predecessors” during the transition era.
“I have no particular words to say, simply to say that in the same way in which the workers take turns on the construction site of the common building that is the nation, in the same way, I have just received from the hands of the President of the Economic, Social and Environmental Council, the witness allowing us to continue the immense work begun by his predecessors continued by him during the few months and which he has just reported to us,” he declared.
The former Minister of Justice said he was counting on “all the staff that the incoming office found to implement the program, in terms of priorities set by the Committee for the Transition and Restoration of Institutions (Ctri).” .
The outgoing president, Julien Nkoghe Bekalé, for his part, on behalf of all the members of the outgoing mandate, congratulated his successor for his “appointment to the high and prestigious functions of president of the Economic, Social and Environmental Council (CESE) of the transition.
He indicated that he had “resolutely set to work, with the entire office and the member advisors, as soon as he took office on May 4, 2023 to achieve two fundamental objectives.
The first was to make the Council a modern, useful, credible and audible institution serving Gabon. The second was to bring back, within the institution, a peaceful and serene working climate. This vision gave way to a reflection which resulted in a report which appears among the files transmitted to the promoted.
For Julien Nkoghe Bekale, the conclusions and recommendations of this report foreshadow the CESE restored by the new authorities.
He also noted that the beginnings of an improvement in the working conditions of staff have been initiated, by providing office equipment such as reprography machines.
Returning to Gabon on October 11, after 7 years of exile, Séraphin Moundounga was appointed president of the Economic, Social and Environmental Council (CESE), on October 25, 2023.
He was a minister under Ali Bongo’s regime before joining the opposition in 2016, where he supported former presidential candidate Jean Ping.
