The Legislative and Legal Affairs Committee of the Shura Council recommended approval of its report on a draft law amending Article (180) of Decree Law No. (55) of 2002 regarding the internal regulations of the Shura Council, and accordingly, approval was given.
The head of the Shura Committee, Dalal Al-Zayed, said that the period specified for preparing the final account for the Shura Council was one month and then became 3 months, with the possibility of submitting it in a shorter period.
The Rapporteur of the Shura Committee, Hani Al-Saati, said that the draft law would provide greater protection for public funds, by granting the General Secretariat of the Shura Council a longer period of time in which to prepare the final account of the Shura Council and its audited financial statements, as the period specified for preparing the final account of the Council, estimated at 30 One day, it is considered short and falls short of achieving its intended purpose, and the resulting harm to the good regularity and pace of performance of the departments related to financial affairs in the Council. The text stipulated that it be audited and this should only be done with the availability of sufficient time. Al-Saati explained that the committee believes that the present draft law was intended to implement the established legislative policy in preparing the final accounts of the ministries and official bodies in the Kingdom of Bahrain, aiming to amend the time period in which the final accounts of the Council and its audited financial statements are prepared, and to keep pace with what is required by the General Budget Law regarding the final accounts.
